Responsibilities You will perform engineering oversight of utilities infrastructure to include conceptual plans for expansion of new capabilities and maintenance of existing capabilities. You will plan, budget for, and monitor large-scale utility construction projects to ensure compliance with applicable objectives, standards, and requirements. You will perform technical engineering inspections, studies, and audits of existing infrastructure to facilitate maintenance and service expansion. You will make timely and effective recommendations based on potential implications of findings or conclusions. You will apply principles, methods, and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance. You will create reports from interpreting plans, specifications, and engineering drawings, while applying modern developments, current literature, and resources of information regarding utility engineering. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying technical expertise in electric/mechanical/civil concepts to support utilities engineering and construction projects; 2) Supporting potable water and wastewater treatment, distribution, and collection systems; 3) Preparing scopes of work for construction, alteration, installation, maintenance or repair of utility water and sewer systems and/or equipment while working independently with a variety of stakeholders; 4) Interpreting engineering theory, design parameters, applicable codes and regulations as applied to utility distribution to support engineering work in conjunction with utility systems design operation application and energy use management; and 5) Providing utility designs of new facilities, additions/modernization of existing facilities while utilizing Microsoft Excel, Word, Outlook, PowerPoint, and utility monitoring systems; such as SCADA or utility controls. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
