Job/Position DescriptionUnder the direct supervision of the Integrity Support Services Director, performs advanced (senior-level)managerial work providing direction and guidance in strategic operations and planning. Plans, organizes,implements, and directs the overall field operations of the Integrity Support Services programs. Providesoverall vision, leadership and strategic direction for Integrity Support Services programs and staff in theregion. Ensures the strategic vision and goals of the agency are met through proactive strategic leadershipand planning. Makes presentations, provides information to the HHSC, state and federal agencies, and otherorganizations regarding Integrity Support Services programs and services. Directly supervises programmanagers and numerous support staff. Manages Integrity Support Services programs to achieve programgoals and objectives for the region and agency. Ensures execution of the Executive Commissioner's goalsand compliance with regulations and Health and Human Services Commission (HHSC) standards.Coordinates support services with the Director for Regional Administrative Services, including purchasing,budget, records management, business services, etc. Works under minimal supervision, with extensivelatitude for the use of initiative and independent judgment.The ideal candidate will thrive in an environment that emphasizes innovation through new ideas, striving forexcellence by taking pride in your work, embracing peopleand#146;s differences as a source of strength,accomplishing more through partnership, leading by example and learning for continuous improvement.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performsother duties as assigned. Selects, manages, and develops staff through conferences, mentoring, training, andperformance appraisals. (10%) Prepares management reports, analyzes information to keep managementinformed, and responds to issues. (10%) Maintains effective communication with clients, regional or stateoffice staff, community leaders, or public officials. (15%) Submits and negotiates funding requests andmonitors expenditures to conduct program operations within budget allocations. (10%) Develops, implements,and monitors strategic plans for improving operations and resolving ongoing problems or issues. (10%)Provides overall vision, leadership and strategic direction for the region. (25%) Directs and assesses theevaluation of Integrity Support Services and implements or recommends improvements. (20%) Must be ableto work overtime outside of normal hours of operation which may include weekend when called upon. Must beable to work under constant pressure to meet required deadlines.Registrations, Licensure Requirements or Certificationsn/aKnowledge Skills AbilitiesKnowledge of local, state, and federal laws and regulations relevant to Office of Social Services (OSS) andAccess and Eligibility Services (AES) program areas. Knowledge of the principles and practices of publicadministration and management. Skill in managing program activities. Ability to establish goals andobjectives. Ability to devise solutions to administrative problems. Ability to testify at hearings. Ability to plan,delegate assignments, and/or supervise the work of others. Skill in strategic planning and executing andevaluating complex programs, rules, regulations, policies and procedures. Skill in managing multiple andcompeting priorities. Skill in problem solving.
