Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. All other candidates should instead apply to this announcement: CERA240181696257 This is a developmental position and can be filled at either the GS-11 or GS-12 grade level. Responsibilities Review construction schedules, compare contractor's claimed progress and daily activities to actual site conditions. Analyze plans and specifications to ensure the feasibly of all aspects of the project. Prepare reports of inspections and tests of construction projects. Evaluate the adequacy of the contractor's Quality Control (QC) and safety programs. Perform preliminary design analysis and initial cost estimates as required to determine the desirability of changes or proposed solutions. Consult with contractor's staff to settle disputes and disagreements on site. Check adequacy of proposed methods and materials to be used for construction projects. Recommend approval of samples of materials and equipment to be used by contractors during construction projects. Requirements Conditions of Employment Qualifications NOTE: This is a developmental position with a target, full-performance level of GS-12. If selected at the GS-11 non-competitive promotion potential to the next grade will be based on the time-in-grade requirement of 52 weeks and demonstrated ability to perform the higher graded duties. All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of 2 years. Time-limited reassignments and changes to lower grade may exceed 2 years with command approval, however return rights may be impacted. *If you are current Army employee, this will be temporary reassignment, promotion or change to lower grade. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Requirement: To qualify, applicants must possess one year of specialized experience equivalent to at least the GS-09 and/or GS-11 Grade Level. GS-11 QUALIFICATION: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Completing work for a variety of construction programs (i.e. dormitories, barracks, dining halls, hangers, vehicle maintenance facilities, runways, fueling stations, and student training facilities including flight simulators); (2) Conduct quality control procedures, such as: inspection instructions, control measuring and/or testing equipment, etc.; and (3) Review to fulfill large construction contracts to ensure construction projects proceed on schedule and in accordance with contract plans and specifications. GS-12 QUALIFICATION: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, such as: (1) Managing job site construction for a variety of construction programs (i.e. dormitories, barracks, dining halls, hangers, vehicle maintenance facilities, runways, fueling stations, and student training facilities including flight simulators); (2) Implement quality control procedures, such as: inspection instructions, control measuring and/or testing equipment, etc.; and (3) Coordinating large construction contracts to ensure construction projects proceed on schedule and in accordance with contract plans and specifications. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Contract Administration Quality Management Safety Engineering Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). AND/OR Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for specialized experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit is required. Position may require employee to wear uniform and/or protective clothing. This is a Career Program (CP) 18, Engineers & Scientists (Construction), position. The initial length of this overseas tour is 12 months unaccompanied.
