About the Role

The Structures & Facilities Division is responsible for a multitude of maintenance and infrastructure repair throughout the PATH system, including PATH’s Bridge Management Program and oversight of PATH’s Structural Integrity Program. Under the supervision of the Assistant Superintendent, Structures & Facilities, the Project Engineer, Structural Integrity, performs and directs others in conducting comprehensive structural inspections and corrective measures of PATH facilities based on Engineering Department’s Quality Assurance Division reports and inspections. The incumbent supervises and develops the technical and professional abilities of PATH staff assigned to support PATH’s Structural

Integrity Program and gives direction to maintenance personnel in remedial work.

Responsibilities

  • Perform detailed inspections of bridges, tunnels, buildings, ventilation structures, embankments, retaining walls, fencing, and station infrastructure to ascertain structural defects on the PATH system and related appurtenances and keep records of the same. This will require walking in the track area, climbing on and off a train from track level, climbing onto and from station platform from the track level, carrying a ladder, working from a ladder, scaffolding, or man-lift to investigate conditions, climbing on and off tunnel duct banks, use of hammer to sound concrete to check for deterioration.

  • Perform inspection on an operating railroad in active tunnels and facilities during night work hours and emergency during regular and off hours. Take notes and create reports of conditions after each inspection.

  • Prepare Work Order Requests using PATH’s Asset Management System and create related reports and analysis to report defects and recommend corrective action. Compiles status and progress reports on repair projects and audits the same.

  • Discuss problems with construction inspectors and maintenance personnel in the event of deviations from contracts or specifications of structural elements of relevant construction activities.

  • Prioritize inspection activities, develop cost estimates and work schedules, and work with the Chief Maintenance Supervisors to assign personnel for inspections and repair projects.

  • Provide guidance and training to facility forces to ensure inspections and remedial work.

  • Respond to and perform initial on-site structural evaluations of observed or perceived structural integrity conditions reported at PATH facilities in an emergency. Make initial determination if immediate measures are necessary to protect public/employee safety.

  • Coordinate with QAD for support and further structural evaluations where permanent corrective measures are necessary.

  • Willingness to work off-hours for extended periods of time and be able to work alone.

  • Maintains records of inspection data using PATH’s Asset Management System.

  • Manage PATH’s Structural Integrity Program on behalf of the Superintendent, Structures & Facilities which includes reviewing QAD Condition Survey Reports and coordinating site visits.

  • Update PATH’s FRA Bridge Management Program, coordinating with Engineering and the FRA on any changes and necessary reporting.

  • Work closely with Engineering-QAD to address facility emergencies and coordinate with all applicable Engineering Design divisions and Operation Services Department (SEMAC) to ensure all emergencies are appropriately addressed.

  • Act as EIC when necessary, on third party inspections of infrastructure on PATH property (Hudson County, Jersey City, Developers, Amtrak, NJ Transit, etc.)

  • Review Engineering design drawings, attend partial and final inspections, and Risk Assessment meetings as it pertains to structural and infrastructure elements and coordinate all comments for the division and provide comments to Capital Project Management Division.

  • Prepare cost estimates for operating, maintenance, repair, and proposed capital projects and service contracts.

  • Liaison for all PATH divisions that have a question on structural integrity and various infrastructure related issues, including supporting/responding to inquiries on behalf of the S&F Division.

  • Inspect all passenger stations for Structural Integrity and Customer Experience enhancement maintenance needs.

  • Supervise Technical Staff who supports this position in drawing reviews, attending project meetings and coordination of projects.

  • Other duties as assigned as it relates to the structural integrity of PATH facilities and operational and maintenance needs of the Structures & Facilities Division.

Minimum Qualifications

  • Engineering or Architecture degree or higher, or relevant degree in the field of structural integrity evaluation, structural maintenance, construction inspection

  • Minimum of 7 years of experience related field

  • Ability to understand construction documents/contracts and analyze and follow technical engineering criteria.

  • Physically able to work under conditions requiring considerable amount of standing for long periods, walking long distances, bending, reaching, climbing, being exposed to outside weather conditions and tunnel conditions and have visual and hearing acuity.

  • Must possess a valid state issued Driver’s License.

  • Must obtain PATH On-Track Employee-in-Charge certification within six months of starting position.

  • Applicants must meet performance and attendance standards and have completed all probationary periods.

Desired Qualifications

  • Knowledge of PATH organizational structure, operating policies and procedures, especially as they apply to facility operations, maintenance, safety, budget preparation/control, and employee relations.

  • Demonstrated ability to plan, organize and monitor preventative and corrective maintenance work.

  • Possess analytical skills to accurately assess the existence and severity of structural defects and safety hazards, set priorities to report and initiate needed repairs and coordinate and follow up on projects with other units and contractors.

  • Demonstrated knowledge of MS Office and enterprise asset management, such as PATH’s Asset Management System (PAMS).

  • Demonstrated excellent oral, written and presentation communication skills, including communication via field radios or other assigned mobiledevices.

  • Demonstrated knowledge of Federal Railroad Administration regulations and industry standards as applicable to Structures & Facilities.

  • Thorough knowledge of railroad systems and operations and safety procedures and codes (PATH’s Book of Rules).

  • Excellent interpersonal skills, effective motivational skills, and experience in successfully supervising and managing diverse employee groups and organizations, including ability to interact effectively with various levels of represented and non-represented staff and contract employees, and be able to negotiate outcomes and resolve conflict.

  • Demonstrated ability to interact successfully with all levels of management staff, and external contacts and agencies.

  • Demonstrated ability to make prudent, independent decisions under unusual circumstances and pressures, and ability to respond in adverse weather and other emergency conditions.
