Job Description
The Jacksonville Public Library is actively seeking a Manager for Contracts. This position reports to the Assistant Director for Library Finance and Budget and is responsible for Public Library contracts administration. The manager will monitor contract budgets, purchases, reporting and renewal dates for all Public Library contracts. This work involves extensive interaction with the Office of General Counsel attorneys, Procurement analysts/buyers, and Risk Management.

Examples of Work
Exercises good judgment in recommending best contracting methods, techniques and evaluation criteria for obtaining results.
Serves as a subject matter expert in procurement and contracting and develops standards for legally binding agreements, contracts, policies, procedures, templates, tools and systems.
Provides subject matter expertise, advice, recommendations, training and guidance to staff and management on contractual and procurement related issues, policies, procedures, issues, and systems.
Manages the procurement process for contracts and grants and support various procurement functions such as funds verification, strategic sourcing, and assist staff in drafting of requests for proposals, specifications, terms of reference, evaluation criteria and sole source justifications.
Assists Library staff and managers in ensuring that for all contracts, grants and procurement actions, appropriate documentation is obtained, tracked and maintained within corporate databases, contracts or purchasing (business) systems in an accurate, systematic and timely manner.
Researches, prepares, and advises management on grant items presented to required boards and committees.
Communicates clear direction, manages for results, and leads organizational change.
Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
Assists with maintaining appearance standards by reporting facilities issues and picking up litter on library grounds.
Supports the overall mission of the library by providing customer service in a manner that creates a positive customer experience.
Performs other related duties as assigned.
Open Requirements/Supplemental Information
Bachelor’s degree from an accredited institution in finance, accounting, business administration, contract management, or a similar field.
Minimum two-year’s experience managing contracts.
Preferred:
Experience in Oracle-based accounting system is preferred.
Experience in public or governmental finance or contracts is preferred.
