Summary You will serve as a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) in the Ait Traffic Control Branch of MARINE CORPS AIR STATION IWAKUNI. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below. Responsibilities You will provide safe, orderly, and expeditious air traffic control support and services to aircraft transiting, originating, or terminating in the installations delegated terminal ensuring training airspace availability for aircraft operations. You will perform radar control duties as defined and regulation in applicable DoD, Host nation, and local directives, orders, regulations. You will perform tower control duties; coordinate and control U.S. military, Japan military, civil airline, and civilian general aviation traffic and determine actions with other controllers and issues instructions to pilot almost simultaneously. You will provide instruction, training and assistance to the military, civilian, and contractor personnel and provide basic and advanced training for personnel to meet requirements for Air Traffic Control qualifications. You will be responsible for the overall operations of eight position TRACON or the four position control tower and maintains awareness of air traffic, range operations, ground aircraft, and ground vehicle movement. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector Provide technical expertise in air traffic control services to include; direct safe flow of air traffic; perform tower control, radar control and facility watch officer duties as required; determine limitations and use of airspace; provide training and instruction to personnel. This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e) and 8412(e), Immediate Retirement; 5 USC 8339(e) and 8415(d), The incumbent of this position must have the ability to sit and/or stand for long periods of time while controlling aircraft in an ATC facility. The incumbent of this position may be required to climb several flights of stairs to reach the Control Tower Cab. Computation of annuity). May be required to work an uncommon tour of duty, i.e., Saturdays, Sundays, Holidays, etc. May be required to work rotating shifts and overtime. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Must possess a valid Control Tower Operator (CTO) and a valid Radar Approach Control certification. Must complete all training requirements within locally prescribed time limits to obtain and maintain a full facility rating in order to obtain and maintain a local facility Control Tower Operator (CTO) and Radar Approach Control Radar Approach Control certification and maintain currency of the same. This position is covered as an Air Traffic Controller under 5 USC 2109. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Under the provisions of 5 U.S.C. 3307, a maximum entry age has been established for Terminal and Center positions. In addition to meeting all other requirements, applicants must demonstrate possession of the traits and characteristics important in air traffic control work. Applicants who qualify in the written test and/or meet the experience and training requirements will be required to appear for a pre-employment interview to determine whether they possess the personal characteristics necessary for performance of air traffic control work. Applicants who have passed the written test (and the interview, if required) may be required to pass additional air traffic control aptitude screening for positions in the Department of Transportation, Federal Aviation Administration. Persons who do not pass the aptitude evaluation testing requirements will not be appointed to these positions. At all trainee and developmental levels, employees must learn the skills needed for operation at higher levels of responsibility. Failure of employees to meet training requirements for or accept promotion to higher grade air traffic control specialist positions may constitute grounds for reassignment, demotion, or separation from employment. Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located. Applicants must possess or obtain a valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate, if appropriate. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Facility ratings require demonstration of a knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility. In general, air traffic control specialist applicants and employees must have the capacity to perform the essential functions of these positions without risk to themselves or others. The provision of sufficient information about physical capacity for employment requires that before appointment applicants undergo appropriate pre-employment physical/medical evaluations. Must possess a valid and current Federal Aviation Administration Air Traffic Control Specialist (ATCS) or possess a Control Tower Operator Certificate. Must possess a valid and current Federal Aviation Administration Air Traffic Control Specialist (ATCS) for Terminal (radar and non-radar) certification (a.k.a. Pink Card) OR possess an Air Traffic Control Specialist Certificate with Terminal Radar Approach Control (TRACON)/Combined En Route Radar Approach (CERAP)/Air Route Traffic Control Center (ARTCC) rating.
