Defense Finance and Accounting Service FINANCIAL SYSTEMS ANALYST in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities Analyzes and evaluates financial system interface to determine validity, propriety, accuracy, and adequacy of financial management transactions. Identify and define actual or potential system deficiencies and usable output for debt establishment processes to include all variables required are valid within software rules and are effectively and efficiently automated. Perform quality control examinations of automated systems, interfaces, dataflow, and internal controls to detect deficiencies in the operation of functional areas. Conduct research within multiple financial systems to process automation requirements and resolve complex customer issues. Requirements Conditions of Employment Qualifications Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing data analysis and evaluation of financial systems, policies, and procedures to ensure the continuity of a financial organization's business operations; Compiling financial data from various sources and ensuring accuracy as it pertains to financial legislation and operational policies and procedures; Providing financial management knowledge to leadership in order to assist with the organization's core mission. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. (See DoD Instruction 1400.25, Volume 300, here) In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management CertificationProgram," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a conditionof employment. If he or she is not already certified at this level, the incumbent of this position must obtain this certification withintwo (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education trainingrequirement as outlined in DoDI 1300.26. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
