Project Managers are involved in the definition, management, and implementation of significant information technology focused projects. Project Managers are business specialists and technology generalists that manage, direct and interface with business clients. Align technology solutions with business strategies, working primarily with senior management. Proactively identify opportunities, conduct analysis, needs assessments, cost/benefit assessments and broker other IT services. Includes those involved in release management.
Primary Responsibilities:
Manages the integration and/or development and delivery of very large and complex deliverables directly to the customer, or in support of a major enterprise-wide program. This position provides the primary interface between the Contractor, the State and third party providers
Establishes and manages the project plan, including the development schedule, resource requirements and integration efforts of third party products. Periodically reports progress to State management.
Motivates and directs project team; sets goals, objectives and priorities; assigns and reviews work.
Acts as the primary interface with the State on issues regarding the project deliverable. Makes sure customer reviews are held with the customer user community and obtains sign-off on status reports and requirements.
Makes sure approved methods, processes and tools are consistently used.
Is accountable for meeting project schedule and results as well as for the State customer satisfaction and quality of the deliverables.
Needs to be able to work independently and not rely on State or other team members for direction
Communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector. Meet with users for clarification and elaboration as may be necessary to clearly define a problem and conceptualize a development plan. Recognize, gather, correlate, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives. make appropriate recommendations.
Forecasts and plans resource requirements
Reviews work performed by others and provides recommendations for improvement
Anticipates customer needs and proactively develops solutions to meet them
Serves as a key resource on complex and/or critical issues

Required Qualifications:
PMI/PMP or equivalent certification
5+ years of Project Lead/Project Management Experience
3+ years of Project Schedule Management and Microsoft Project for Project Scheduling and tracking
2+ years working with external clients to define requirements/meet project needs.
Experience managing Data Warehouse related development projects
Experience facilitating JAD sessions
Experience organizing and leading project related meetings with external customers, development staff, and sponsor level staff
Experience with Project Status Reporting, Project Quality Management, Project Budget Management, Project Resource/Staffing Management, Project Change Management, Project Issue Management
Experience with the Jira
Extensive experience with project development methodology and project management methodology and able to apply methodology in a practical manner
Demonstrated ability to develop and negotiate win/win solutions to project issues
Must be eligible to work in the U.S. without company sponsorship, now or in the future, for employment-based work authorization (F-1 students with practical training and candidates requiring H-1Bs, TNs, etc. will not be considered)
Preferred Qualification:
- Experience with State Government and Medicaid business area
