MD Anderson Cancer Center Grant Program Manager - Cancer Systems Imaging in Houston, Texas

SUMMARY

The primary purpose of the Grant Program Manager is to provide senior level administrative and financial oversight to the grants process for large scale and multiple grant activities for the Department of Cancer Systems Imaging. This position ensures the efficient operations assigned research grants, clinical research studies and/or trials, contracts and philanthropic funds activities in the department, while meeting all institutional, state and federal compliance requirements.

JOB SPECIFIC COMPETENCIES

Post-Award Grant Processes Manage the financial oversight and monitoring of subrecipients including but not limited to: collect budgets from subrecipients for award setup to prepare and submit budget authorization forms; Communicate with GCA for the review and approval of subaward agreements and amendments to ensure accuracy before submission to subrecipients for review and signature. Monitor subrecipient chartfields to ensure submission of invoices in timely manner per agreement terms from subrecipient sites and follow-up with sites to request submission of invoices to GCA as needed. Monitor the review and approval of invoices, obtaining PI approval of invoices and approval of vouchers in PeopleSoft. Process budget transfer requests to rebudget to prime award for subrecipients that terminate early and ensure final invoices have been submitted by the site before termination. Ensure all subaward closeout checklist items have been received and submitted to GCA for closeout. Primary contact for subrecipients to handle inquiries regarding status of agreements/amendments from subrecipients and other subrecipient related issues. Primary contact with sponsors for sub-in projects, handling any requests and inquiries as needed. Reconcile assigned chartfields monthly to verify accuracy, resolve errors, and ensure adherence with institutional, state, local and federal regulations. Assist faculty preparation and submission of annual progress reports. Review and approve requisitions and vouchers to ensure expenditures are allowable, allocable, and reasonable in accordance with sponsor guidelines and institutional requirements. Manage clinical trials process throughout the lifecycle of the project. Submit invoices to sponsors, track payments and payment allocation to correct funding sources for clinical contracts. Support lead effort coordinator with quarterly effort certification and report issues and discrepancies to lead effort coordinator, as needed. Completes effort tasks that may arise from the certification in ECC, as needed.

Pre-Award Grant Processes Assist in the preparation, submission, review, approval, activation, regulation, and tracking of grant applications and annual reports, according to departmental, institutional, and sponsor guidelines, in both Click and RCTS submission systems as well as external submission portals. Provides administrative support and assistance in the planning, development, evaluation, and submission of large programmatic grant initiatives (P30, P50, T32, etc). Guide faculty members in the preparation of grants and contractual agreements prior to submission to the Office of Sponsored Programs and Office of Research Administration for institutional approval. Prepare UT STARS and CPRIT recruitment applications for incoming faculty. Maintains the most current information pertaining to FIS CV, biosketches, and other support documents for annual non-competing applications. Maintain familiarity with NIH, DoD, NSF and other funding agency forms and reporting requirements. Actively perform searches in funding databases for appropriate and relevant requests for proposals and share with faculty and trainees for potential funding opportunity. Process grant transfers for incoming/outgoing faculty. Assist faculty with Just in Time requests. Run routine reports in Click for faculty to ensure collaboration inclusion for grant tracking purposes. Submit RCTS records for new projects and amendments and track the status of the records. Manage the submission and execution of sponsored research agreements, clinical trials and strategic industry ventures (SIV) and other contractual agreement from initiation to award setup.

Departmental Administrative Coordination In conjunction with the Department Administrator and Associate Director, Research Planning and Development and other key department personnel, assists in the initiation and execution of a system of internal controls. Creates policies and procedures as necessary to ensure adequate internal controls are maintained as well as compliance with institutional, state, and federal guidelines. Create and maintain centralized assurances system (IRB, IACUC, IBC, radioactive) for the department and ensure all assurances are up to date. Communicate with PI and research team to monitor approvals needed for research involving human subjects, animals, recombinant DNA and other assurances. Participate in routine and adhoc financial meetings with faculty and work closely with Financial Analyst to resolve any accounting issues/discrepancies. Maintain departmental collaborative contacts lists. Serve as backup for oversight of departmental grants shared email. Management of designated personnel as needed. Assist with gathering and publication of internal research updates for the department.

Departmental Research Functions Maintain and organize assigned grant files according to established protocols. Assists with the implementation of systems, policies and procedures affecting the submission, review, approval, contract negotiation, setup, monitoring, tracking and reporting of and submission of grant applications and annual reports, according to institutional and external requirements. Assemble data from special financial statements and other reports for presentation. In coordination with the Finance Team, assist in the preparation of monthly free balance reports, annual financial reports and other special reports, as required by department/division/institutional leadership and per PI/faculty request. As needed reconcile EPIC activity for funded clinical research trials/studies.

Other duties as Assigned

Required education: Bachelor's degree.

Required experience: Two years of grant management experience such as grant writing, grant submission and financial administration and one year of lead or supervisory experience. May substitute required education degree with additional years of equivalent experience on a one to one year basis. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.

Must pass pre-employment skills test as required and administered by Human Resources.
