Smithsonian Institution IT Project Manager (APPSW) in Herndon, Virginia

Summary The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Facilities Management Systems Division (FMSD). Office of Systems Modernization (OSM), Office of the Chief Information Officer (OCIO). More than one Selection may be made. Responsibilities The IT Project Manager (APPSW) in conjunction with supported user organizations, designs, develops, tests, implements, modifies and maintains automated information systems that support SI's engineering and facilities management functions. In this position you will: Work with technical team and multiple contractors in project management activities including planning, requirements, design, development, configuration, testing, deployment, maintenance and enhancement of complex, advanced technology automated information system (AIS) projects. Lead business analysis discussions with customer units, supports more senior Project Managers in refining business processes that impact supported systems. Share customer feedback with project team to participate in defining technical workflow for applications. Support current and re-engineered business processes. Research policy and procedure to meet customer needs, identify inefficiencies and deviations and make technology recommendations. Apply the tenets of the National Institute of Standards and Technology (NIST) Risk Management Framework and of SP-800-53 computer and systems security best practices and standards, as applied to facilities management systems, in collaboration with the nearest Information System Security Officer. Collaborate with more senior project managers and development teams in determining the exchange of data between facilities management and other enterprise systems/databases using a variety of software development tools, development languages, libraries, and frameworks, which include: - Oracle database- IBM TRIRIGA suite- SQL- XML- HTML5- Javascript- React- CSS- Crystal Reporting- BIRT Reporting. Develop and monitor project plans, schedules, costs, and risk analyses for assigned systems. Qualifications For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic qualification requirement above: Experience GS-13: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system related to the work of this position. For this position, specialized experience is defined as: Experience managing IT projects through all phases of the software development lifecycle including planning, requirements, design, development, testing, implementation, maintenance, and modification, and dealing with systems of complexity equivalent to those used by five (5) or more users at one time; and with implementation costs of at least $10,000; and requiring application of NIST Risk Management Framework standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. All applicants who meet or exceed minimum qualifications will receive a final rating within one of three category groups based on one or more stages of evaluation which measure job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job-related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job-related competencies above. Good Category - Meets the minimum qualification requirements but does not satisfy most of the job-related competencies above to a substantive degree. This category rating process does not add veterans' preference points but protects the rights of veterans by placing them ahead of non-veterans within each quality category. The Hiring Manager may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
