General Description POSTING TYPE: Open and Competitive DEPARTMENT: Employment and Economic Assistance HOURS: Fulltime, benefit-earning (Time-Limited) PREFERRED HIRING RANGE: $67,643-$76,099 Annually FULL SALARY RANGE: $67,643-$105,693 Annually (Grade 108) LOCATION: West St Paul (NSC), Hybrid on site and remote UNION: None CLOSE DATE: Continuous UNTIL FILLED This is a one-year funded position, with potential of a fulltime position within the department after one year. This position is benefit earning and the applicants should be a MN or WI resident. What you will do This role will function as a technical Business Analyst gathering the requirements to plan, design, develop, and launch efficient business systems that support the core functions of the Employment & Economic Assistance Department. This position will be the Subject Matter Expert (SME) of OnBase. This includes gathering and analyzing data in support of business cases, developing business requirements, and completing the actual system improvements. This position is responsible for making the use of electronic document management systems, process automation, and data pipelines as efficient as possible. This is a hybrid position working remote and on-site at the Dakota County Norther Services Center in West St. Paul. Regular attendance according to the position's management approved work schedule is required for all positions. Operational Management: Plan, design, develop, and deploy new applications and enhancements to existing applications. Design, develop, and test OnBase workflow and configure based on specified by requirements. Serve as the Subject Matter Expert (SME) for OnBase, providing guidance and support to the department. Create data and workflow models, and use cases to provide direction to application programmers. Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support. Develop and maintain system documentation and provide training to support end-user. Provide input to the project plan to define scope, work breakdown, and task assignments. With some direction, do research on software and hardware products to help with recommendations and to support purchasing efforts. Continuously seek opportunities to streamline processes and improve system performance. Strategy & Planning: 10. Meet with systems owners and users to define business requirements, system goals, and identify/resolve business system issues. 11. Lead design sessions for prototyping new systems and/or workflows. 12. Help identify and establish scope and parameters of systems analysis in order to provide input to the project plan. 13. Other duties as assigned. ESSENTIAL JOB FUNCTIONS: Items 1-12 are essential to this position. Knowledge, Skills & Abilities and Work Environment Experience in the analysis, design, and implementation of software and hardware solutions, systems, or products. Specifically, electronic document management systems. Good understanding of data modeling, workflow modeling, and use case development. Good understanding of relational databases, such as MS SQL. Ability to import data for use in report software, spreadsheets, graphs, and flow charts. Working knowledge of programming languages, such as C#, Web, Windows .NET. Working knowledge of PC and server operating systems, including Windows OS. Good project management skills. Hands-on experience developing test cases and test plans. Knowledge of applicable data privacy practices and laws. Work Environment: Hybrid onsite work at Northern Services Center and remote. Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard or mouse, and to handle other computer components.
