We are seeking a motivated Principal Client Solution Architect who is passionate about leading 24/7 mission critical projects and technical teams developing data-driven solutions that guide decision-making in U.S. health care policy. This is a client-facing leadership role that involves owning the technical solution and managing the relationship between the customer, who is a federal policy client, and Mathematica for a given project/engagement. The ideal candidate will have deep experience managing complex client dynamics, managing large health technology projects, and designing technological solutions leveraging a range of technological domains (e.g., data architecture, data modeling, data analytics, visualization, application development, cloud engineering, etc.). Individuals with an interest in confronting the challenges of working with large, complex data sets and complex, interdependent systems, an interest in data manipulation and analysis, a passion for overseeing and developing a team of developers, and an ability to build strong client relationships with Federal partners are strongly encouraged to apply (including highly seasoned technology portfolio management professionals).

Responsibilities:

  • Provide leadership to multidisciplinary teams in development and delivery of data-driven applications, data warehouses, interactive dashboards, data analytics, and visualization products; and research and advisory.
  • Accountability for all project deliverables alongside operations and maintenance, as well as innovating and enhancing clients' data systems, tools, resources, and services.
  • Lead the design and development of high-availability data storage, ETL, and analytic systems and perform analytics involving large primary and secondary data sources to effectively answer research questions and guide decision-making about health care policy.
  • Ensure strong operational processes in place to support mission-critical, 24/7 systems with tens of thousands of users. Includes delivery and operations of help desk, training, and technical assistance support to large, diverse user populations. Highly responsive to the needs of the client.
  • Incorporate client and other stakeholder needs into solution design, communication planning, and project scope.
  • Interface with and explain technical concepts to clients who have a mix of technical and non-technical backgrounds for 50% or more of your time (with occasional in-person meetings). This includes managing complex and often competing stakeholder expectations. Primary clients include research, program, or technology offices, up to and including executive leadership of federal agencies.
  • Develop a budget and staffing plan to produce the required solutions in context of internal / external constraints and Mathematica's contractual and regulatory requirements.
  • Effectively manage cost, schedule, scope and quality for large, complex technology and data projects with many parallel deliverables in progress at once.
  • Evaluate internal project functions and processes and suggest improvements to meet project deliverables in a timely manner and within budget.
  • Collaborate across internal technology, analytics, and advisory services teams.
  • Actively support the advancement of organizational diversity, equity, and inclusion efforts, and apply diversity, equity, and inclusion lens across job responsibilities.
  • Apply excellent critical thinking and problem-solving abilities to mitigate project risk.
  • Contribute to the growth of the business through significant proposal contributions (expressions of interest, planning / design, content, budget staffing, successfully directing projects, etc.)

Position Requirements:

Requirements:

  • Graduate degree preferred in computer science, information systems/science, public health, public policy, data analytics, or other related field, or equivalent working experience.
  • 10+ years of experience implementing data collection, ETL, storage, analysis, and visualization solutions, with at least 5 years in a leadership capacity.
  • 5 years of experience managing Federal, State, or commercial projects.
  • Strong knowledge of SDLC, Agile (Scrum/Kanban) and iterative development methodologies, standard and best practices for data analytics, application development, enterprise data platforms, etc.
  • Understanding of data architecture, data modeling, data analytics, visualization, application development, cloud engineering
  • Healthcare technology and/or public health technology experience
  • Expert organizational and communication skills, and the ability to build consensus.
  • Proven quantitative and analytical skills.
  • Excellent communication skills with the ability translate findings to both technical and non-technical, as well as internal and external (client) audiences.
  • Understanding of change management and matrix organizational management.
  • Experience with IT procurement including negotiating with software vendors. Familiar with federal government procurement processes.
  • Proficiency with Microsoft Office Suite products.
  • Experience building and leading teams.

This position offers an anticipated annual base salary range of $145,000 - $185,000. This position is eligible for a discretionary bonus based on company and individual performance. To apply, please submit a cover letter (optional), resume, location preference, and salary expectations.

Staff in our Health or Human Services units will eventually work with some of our largest clients, including the Centers for Medicaid & Medicare Services (CMS) and other agencies. Most staff working on these contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85 (https://www.opm.gov/forms/pdf_fill/sf85p.pdf). Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside these contracts. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
