Role Summary

The Physical Security Manager will be responsible for the leadership and management of the Goleta physical security team, including the security guard force. In addition, the candidate will oversee the implementation of security policies and procedures for the safeguarding of classified material and classified construction for DoD Closed Areas (Federal Order 32 CFR Part 117), SAPF’s (JAFAN 6/9 / ICD’s), and SCIF’s (DCID 6/9 / ICD’s.) The Physical Security Manager will also be responsible for managing (alarms, the access control system, CCTV, technical security training, understanding the administration of a UL certification program and UL 2050), operational security (OPSEC), and visitor control per applicable government regulations. The Physical Security Manager will ensure security compliance with government and company regulations, maintain department metrics, and strive to meet security milestones. The selected candidate will require extensive knowledge in government regulations relating to classified construction, including security hardware, GSA security containers, access control, intrusion detection systems, and multiple aspects of physical security. The Physical Security Manager must be well organized, utilize excellent judgment, be willing to work in a team environment, prioritize, and multi-tasked in a dynamic environment. The candidate will provide security subject matter expertise to all levels of the organization based on knowledge of government policies and company procedures. Furthermore, the Physical Security Manager will coordinate with the Defense Counterintelligence Security Agency (DCSA), DoD sponsors, local Law enforcement, Defense Intelligence Agency, National Security Agency (NSA), and other elements of the U.S. government on inspections, reviews, investigations, security violations, and other reportable items.

What You Will Do:

  • Monitor, manage, and support security programs and provide status reports and recommendations for decisions.

  • Assist, collaborate, and coordinate with government and other contractor security offices and develop solutions conveying them to internal and external Customers.

  • Provide agency level technical expertise concerning the identified security disciplines.

  • Provide security guidance to contractors using DoD and IC regulations and requirements along with analyzing complex data and making appropriate program and security recommendations.

  • Prepare cost analyses for security projects.

  • Will monitor security applications through the review and analysis of appropriate metrics, maintaining required records.

  • Prepare and disseminate security procedures/guidance.

  • Investigate and prepare impact statements, and provide recommendations on security/security violations, providing guidance as required in implementing security requirements.

  • Manage project milestones, along with updating and maintaining appropriate records (e.g. database and hard copy) of security actions.

  • Will be required to prepare for and conduct inspections and assistance visits, as required.

  • Act as liaise with members of the DoD, the IC and other officials as required.

  • Interpret security policy on matters pertaining to processing, dissemination, and control of classified materials, acting as liaison between Government and contractors. Inspect and maintain secure accreditation facilities in accordance with NISPOM and ICD 705 standards.

  • Prepare both SCI and collateral materials for shipment IAW applicable security handling procedures.

  • Prepare outgoing classified messages on employees/contractor visiting other contractor or Government facilities.

  • Responsible for risk management, conducting surveys and rendering impact statements or recommendations.

  • Prepare and deliver briefings to internal and external customers with ability to use various forms of correspondence.

  • Develop the required program/operation to support tasks/requirements.

  • Must apply experience in supporting security concepts, principles, and practices to analyze and resolve difficult and complex security issues.

  • Some travel may be required.

Qualifications You Must Have:

  • Minimum eight years of supervisory or management experience.

  • Ability to obtain DOD Top Secret Clearance/SCI and an SAP-level security clearance.

  • Must have experience with the National Industrial Security Program Operating Manual (NISPOM), Federal Order 32 CFR Part 117 & IC Tech Spec ICD-705.

  • High School Diploma and 13 years of directly related experience, or

  • Associate degree in a related field and nine years of directly related experience, or Bachelor’s degree or equivalent experience with ten years’ involvement in security disciplines, such as Physical and Industrial Security, or Master’s degree and three years of related experience.

Qualifications We Prefer:

  • Physical Security SCIF Construction ICD-705 Certification.

  • GSA Safe & Bolt Door Technician Certification.

  • Center for Development of Security Excellence (CDSE) Physical Security Certifications.

  • Collaborate effectively with customers, security peers, and program management team members.

  • Understanding of SCI and SAP programs.

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
