Job Description

The Work Planning and Control (WPC) Program is building a team to collaborate with staff across NREL to ensure that they can get to work safely and efficiently while also meeting safety and other laboratory requirements.

NREL is currently engaged in a multi-year project to build a new Work Planning and Control system that will improve visibility into the pipeline of laboratory work, help plan laboratory capabilities, and ensure that integrated safety management is applied to all activities. This project will result in new enterprise software, documentation, and training materials.

This position will join a newly formed team focused on sustaining the program and driving continuous improvement through collaboration across the organization. Reporting to the WPC Program Manager, the primary responsibility is to enhance the software system, documents, and training materials.

This role will evolve with the Work Planning and Control program as it transitions from development to deployment and, ultimately, continuous operations. The successful candidate will be highly collaborative, comfortable working in a fast-paced interdisciplinary environment and bring a problem-solving mindset in developing ways of working within a new team.

Responsibilities

  • With support from the WPC Program Manager and other Product Owner(s), manage an application governance committee, to effectively steward and continuously improve the WPC application suite.

  • Function as product owner of individual WPC application tools, partnering with subject matter experts from stakeholder organizations to continuously improve the application.

  • Establish and maintain an integrated product roadmap vetted by the WPC application governance committee, ensuring visibility to all NREL staff.

  • Prioritize and address software bugs outside of the normal system enhancement cycles.

  • Partner with the Information Technology Services (ITS) organization to scope, develop, test, and deploy enhancements to software system.

  • Lead the communication for feature releases and system outages, in partnership with staff from ITS and other product owners as necessary.

  • Create and maintain system training materials and web-based “how to” guides, working with team members, and other stakeholders.

  • Engage stakeholders through webinars, lunch-and-learns, and office hours, collecting feedback, answering questions, and serving as an advocate for the WPC program.

  • Work with Business Analysts to digest feedback into cohesive use case narratives to hand off for software design.

  • Mentor other WPC team members and qualified staff supporting the execution of WPC processes.

  • Provide onboarding support, training, and mentorship to field deployed WPC staff (WPC Integrators).

  • Offer WPC expertise to other NREL programs and organizations (e.g. ESH&Q, IPO, OCFO).

  • Interface with management at all levels as well as external partners to achieve goals.

  • Interact with stakeholders of all types.

Basic Qualifications

Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

Additional Required Qualifications

  • Highly collaborative, with strong teaming and interpersonal skills

  • Proficient and experienced at using Microsoft Excel and the Microsoft Office Suite, including MS Teams and SharePoint

  • Demonstrated strong oral and written communication skills.

  • Ability to prepare professional project communications appropriate for internal and external stakeholders.

  • Demonstrated knowledge of Integrated Safety Management, Work Planning and Control processes and associated business systems

  • Demonstrated experience working in a research or technical organization with exposure to scientific laboratory environments, operations and challenges

  • Experience working in diverse technical and non-technical, cross-functional teams

  • Attention to detail; excellent written and oral communication skills, ability to work in teams; leadership skills; adaptability; strategic vision;

  • Demonstrated knowledge of agile development methodologies and software development best practices especially in a product owner role

  • Demonstrated experience managing stakeholder groups with competing priorities, and effectively guiding them to decisions and consensus.

Preferred Qualifications

  • Skilled at investigating and troubleshooting issues, solving problems, and finding ways to complete even unfamiliar complex tasks independently.

  • Strong time management, ability to multitask, and ability to handle urgent requests

  • Strong customer service skills

  • Experience managing and/or conducting laboratory research projects or research activities within a research laboratory setting

  • Experience utilizing laboratory booking and/or resource allocation system to plan and execute research projects or activities

  • Experience working within or supporting an enterprise-level computerized maintenance management system (CMMS)

  • Demonstrated experience as a product owner or manager, and developing multi-year product plans

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional IV / Annual Salary Range: $95,500 - $171,900

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
