The Bureau of Insurance regulates Maine’s insurance marketplace to protect and serve the public. As part of The Department of Professional and Financial Regulation, our office provides many challenging opportunities to work in a career that involves insurance regulation and compliance. The Bureau’s Property and Casualty Division investigates consumer complaints, regulates insurance contracts and rates, and provides educational information about property and casualty insurance products, including homeowners, automobile, and various lines of business insurance. The Senior Insurance Rate Analyst position is an exciting opportunity to work with a knowledgeable team that assists many stakeholders, including Maine’s citizens and businesses.

Primary responsibilities include:

  • Reviews, analyzes, and evaluates rate, rule, and form filings to ensure they are compliant and appropriate with Maine statutes and regulations.

  • Investigates and handles consumer complaints against insurance entities.

  • Serves as an information resource to assist insurance practitioners and consumers.

  • Analyzes and presents data to assist management, staff, and the public.

  • Represents the Bureau at meetings, seminars, conferences, and public outreach events.

  • Provides technical information and advice to Bureau personnel, insurance company representatives, the general public, and other concerned parties on matters related to property and casualty insurance to provide information concerning regulatory requirements.

  • Interprets controversial policy and regulatory issues regarding property and casualty insurance to assist superiors in decision making.

  • Gathers and analyzes information and data to deny, approve, or modify filings; and to determine appropriate investigation activities and actions.

  • Represents the Bureau and provides technical information to legislative committees to provide requested information and the Bureau's views.

Skills or knowledge required:

  • Knowledge of applicable laws, rules, regulations, policies, procedures, terminology, and core operations.

  • Knowledge of rate making principles, practices and methods.

  • Knowledge of insurance contract principles, practices, administration, benefits, and exclusion provisions.

  • Knowledge of insurance markets, and trends.

  • Knowledge of modern investigation methods and interview techniques.

  • Knowledge of computer software including Word, Excel and Access.

  • Ability to analyze and assess the propriety of property and casualty contracts, rules, underwriting guidelines and rates.

  • Ability to speak before groups and organizations concerning insurance matters.

  • Ability to assess situations and facts, reach logical conclusions, and make sound decisions.

  • Ability to communicate effectively in writing and verbally.

Minimum qualifications:

An eight (8) years combination of education, training and/or experience in mathematics; actuarial science; statistical data analysis and presentation; insurance rate review, underwriting, claims adjusting; or related area.

Preference will be given to those applicants:

Experience working with Property and Casualty insurance contracts is preferred, but not required. All relevant experience will be considered.
