Description of Work Unit

Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Warner College of Natural Resources is one of the largest and most comprehensive natural resource colleges in the nation. Offering students the opportunity to immerse themselves in their environmental fields of choice, Warner College is a leader in natural resources education, outreach, and research both in Colorado and around the world.

WCNR Business Services includes human resources, financial and proposal support for the college including 5 academic departments and 2 large research units. This includes all salary, payroll, travel, purchasing, sponsored research pre/post award and account reconciliations for over 800 accounts and approximately 1,500 employees. The Business Services team is comprised of 10-12 full time employees and 5 student workers.

Position Summary

This position will support numerous units across the Warner College of Natural Resources ( WCNR ) Business Operations Office. The incumbent will monitor a variety of accounts including departmental, research, foundation, course fees, and recharge centers. The incumbent will provide budgeting and research support as well as a variety of other accounting duties to support the Business Operations Office.

This position requires the skills and flexibility to interact effectively with a range of people, such as faculty, researchers, external stakeholders, central business operations personnel, university administrators, college/ WCNR staff and students.

Required Job Qualifications

  • Bachelor’s degree and one year of professional experience in financial/business/management related responsibilities that demonstrate the aptitude to perform the essential functions

OR

  • Associate’s degree and 3 years of financial/business/management related responsibilities that demonstrate the aptitude to perform the essential functions.

  • Proficiency in MS Office productivity suite with particular emphasis on spreadsheet and word processing software.

  • Understanding of accounting principles and current financial regulations.

  • Demonstrated time management, communication, and problem-solving skills.

  • Experience with ability to handle sensitive, confidential information.

  • Demonstrated organizational skills with attention to detail.

  • Work experience demonstrating strong math and analytical skills.

Preferred Job Qualifications

  • Demonstrated experience with Uniform Guidance, Cost Accounting Standards, and interpreting and ensuring compliance with regulatory policies.

  • Experience with CSU systems such as KFS , KR, Oracle, and TimeClock-Plus is a plus but not necessary

  • Experience working in a higher education environment, interpreting higher education issues, policies and structures.

  • Experience with CSU systems, structure and processes.

  • Experience working with a high-volume of business requests and tasks.

Essential Duties

Job Duty CategoryFiscal Analysis and Management

Duty/Responsibility

  • Provide overall budget and fiscal analysis for various complex funding types to include resources from the state and federal Agricultural Experiment Station ( AES ), McIntire Stennis, Education & General (E & G), CSU Extension, self-sustaining activities, grants and contracts, Indirect Cost return funds, and Foundation Gift funds

  • Manage work flow of account budgets, including general operating, faculty/staff buyouts, cost sharing commitments and various obligations.

  • Approval of expenditures, oversee preparation and input of budget and fund transfers, monitor hundreds of accounts and perform monthly reconciliation, ensure financial records, retention, and adhere to financial policies and procedures.

  • Participate in professional meetings and other professional growth opportunities to improve job knowledge and performance.

  • Provide daily management for accounts payable and accounts receivable transactions including reviewing and entering travel, disbursement vouchers, purchase requisitions, internal orders and other financial documents within the University Kuali Financial System ( KFS ).

  • Maintain digital and physical financial records as appropriate.

Duty/Responsibility

  • Provide responsive and accurate post award financial support on a diverse research funding portfolio from CSU internal sources and sponsors at all levels of government, the private sector, and non-profit agencies each with their own contractual rules and regulations. This requires working across multiple CSU colleges/units and other external partners, in addition to working with Sponsored Programs.

  • Post-award support in terms of allocating and justifying allowable costs, serving as the fiscal officer for grant transactions, and meeting with Principal Investigators (PI) to manage grant spending.

  • Oversee the staffing of all appropriate personnel to align with budget, as well as Sponsored Programs policies when applicable.

  • Manage effort certification for all competitive grants, by providing pre-review of all payroll transactions in CSU eCert (online certification system), making changes as needed and communicating with PI’s regarding final effort certification requirements.

  • Data entry into CSU Financial System for approved expenditures from WCNR intranet system

  • Process General Ledger Transactions as needed to distribute costs appropriately or for needed corrections.

  • Develop and provide necessary expense details to Sponsored Programs Accounting as needed per sponsor invoicing terms in agreement.

  • Serve on departmental, college and university committees as assigned or required.

  • Maintain strong working relationships with college and university offices including but not limited to: Business and Financial Services, Sponsored Programs, Human Resource Services, WCNR Departments, Procurement Services, etc

  • Provide back up support within the WCNR Business Services office as needed.

  • Other duties as needed to support the business office including processing invoices, depositing checks, invoicing vendors, processing purchasing, using a CSU PCARD , travel and backup approvals.
