Description of Work Unit

Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Located an hour north of the Denver metro area, Fort Collins is a vibrant community of approximately 157,000 residents that offers the convenience of a small town with all the amenities of a large city. Fort Collins is situated on the Front Range of the Rocky Mountains with views of 14,000 foot peaks, and offers access to numerous cultural, recreational, and outdoor opportunities.

The Police Department is responsible for the public safety and security of our campus and surrounding communities and constituents.

The Data Manager & Analyst oversees the collection, storage, and reporting of crime and safety data. CSUPD does not subscribe to any specialized software, so this position is expected to be proficient in personally written and managed ETL processes.

Position Summary

This position reports directly to the Captain of the Investigations Unit and works closely with the Patrol, Command, Business, and Special Events units. This position also works closely with the Chief of Police, as well as campus partners ( SAFE , Transportation Services, Title IX, Housing) and serves on campus-wide committees and task forces where safety data is crucial (Clery Committee, Vision Zero, Transportation Forum, Campus Bicycle Advisory Committee).

The Data Manager & Analyst monitors CSUPD’s data needs and uses skills in coding to build and maintain secure relational databases, interactive visualization dashboards, and various scripts. This position extracts, transforms and loads raw data from the county-wide database to build relevant data models and reporting processes. The Data Manager & Analyst presents findings to the Chief of Police, committees, and/or task forces. This position also determines what data must be collected, building/designing input forms, defining input field parameters and collection methods. This position uses analytics and various coding languages/software to draw conclusions based on their findings. This position evaluates data sets to identify trends and patterns, driving department and campus-wide safety decisions and initiatives. Focused attention to detail, as well as the ability to understand abstract concepts, is essential to perform well in this role.

This position is also responsible for working in partnership with the University Clery Compliance Program Director to maintain Clery Act compliance measures, ensuring accurate data is recorded and reported properly. This position is also responsible for establishing and performing internal measurements of quality assurance including statistics related to: proactive policing, calls-for-service, patrols, bicycle enforcement, DUI enforcement, time analysis, geographical analysis, and data entry accuracy.

Required Job Qualifications

  • Bachelor’s degree from an accredited college or university in Public Administration, Criminal Justice, Mathematics, Statistics or a closely related field.

  • Two years of professional experience in an occupational field related to the work assigned to the position.

Preferred Job Qualifications

  • Master’s Degreein Data Science, Criminology, Criminal Justice, Statistics, or related fields.

  • Proficiency in quantitative and qualitative analysis to interpret crime data and identify actionable insights.

  • Experience with database management systems (e.g., SQL , Oracle) for effective data organization and retrieval.

  • Knowledge of Geographic Information Systems ( GIS ) software (e.g., ArcGIS, QGIS ) for crime mapping and spatial analysis.

  • Ability to create clear and insightful reports and dashboards using visualization tools like Tableau, Power BI, or QlikView.

  • Understanding of crime mapping techniques such as hot spot analysis and spatial clustering for crime prevention and resource allocation.

  • Experience with leading data-related projects, managing timelines, and coordinating with cross-functional teams.

  • Strong verbal and written communication skills to convey technical concepts to non-technical stakeholders and collaborate effectively.

  • Knowledge of data security protocols and privacy regulations, ensuring compliance with relevant laws.

Duty/Responsibility

  • Uses SQL to extract raw data from county-wide law/fire/medical data warehouse for use in reporting and analysis.

  • Transforms, cleans, and repairs extracted data for accuracy and consistency using Python or Power Query depending on context. Raw data cannot be used for analysis directly from warehouse. Examples: setting data types, formatting, repairing and/or replacing outliers/missing data/inconsistencies where necessary in datasets potentially surpassing hundreds of thousands of rows.

  • Loads clean data into localized table or relational database for connections to dashboards, reports, and analysis.

  • Builds, maintains, and manages department’s localized database. Includes (but is not limited to) crime data, safety data, officer activity, calls-for-service, workload, and Colorado Senate Bill 217 data.

  • Responsible for ensuring data is maintained, accurate, and secure. Example: building redundancy and backups into systems, restricting access to data, controlling permissions, determining appropriate permission levels, and processing data requests on a case-by-case basis.

  • Regulates data types, formatting, and restrictions for collection; determines data collection methods; creates necessary fields and forms. Examples: Bike registration, bike impounds, traffic/substance citations, and lost & found. Creates fields and input methods to collect all necessary data and centralize it in the data warehouse resulting in more stable and accurate data collection and reporting.

  • Creates and maintains CSUPD data dictionaries.

  • Advises on best practices for data collection and employee entry (including Patrol, Dispatch, Investigations, Records, and TEEP Office).

  • Establishes and performs internal quality assurance measures to ensure statistical accuracy related to proactive policing, calls-for-service, patrols, bicycle enforcement, DUI enforcement, geographical analysis, and data entry accuracy.

Duty/Responsibility

  • Participates in various campus-wide committees where safety data is integral.

  • Accountable for the techniques, system design and development, information output, and dissemination of data to CSUPD leadership team, the campus community, external law enforcement agencies, and local municipalities.

  • Creates and distributes weekly, monthly, quarterly and annual statistical/analytical reports to internal management and University departments external to CSUPD .

  • Responsible for processing and approving data report requests to campus partners. Once approved, this position builds the necessary report and schedules the delivery based on request. Example: Student Resolutions Center requires a daily report of arrests that occur within Larimer County to track student involvement with law enforcement. After acquiring permission to pull non- CSUPD law enforcement information, this position built a report that provided all of the requested data for CSUPD , LCSO , and FCPS and scheduled an automatic daily delivery to specific individuals. A complex report that is available for inspection upon request. Other reports built and scheduled include: off-campus life party/noise and citation report, IDRC (west campus) police presence report, and VTH (south campus) police incidents report.

  • Develop and maintain strong partnerships with the Student Resolutions Center, Women and Gender Advocacy Center, Parking and Transportation Services, Support and Safety Assessment, International Programs, Central GIS , state network of crime analysts, and various other offices around campus.

  • Builds and maintains department Crystal and SSRS Reports for the timely collection and dissemination of data related to crime, officer workload, calls-for-service, safety concerns, proactive activity, and geography. This responsibility requires a high level of proficiency in, and extensive use of, data query languages ( SQL , Crystal Syntax, Microsoft DAX /M, or Python) and relational databases.

  • Gathers and analyzes crime data from various sources to determine crime trends, suspect-crime correlations, target-suspect profiles, and crime forecasting utilizing various software applications. Examples: identifying bike theft series, using regression to predict crime patterns.

  • Selects appropriate software (e.g. Microsoft Power BI, Tableau, R, Python, Excel, Adobe Acrobat and/or other software) to build and create effective visual reports and interactive analytical dashboards. Examples include interactive heat maps, interactive statistics, trend/regression analyses, and statistical summaries.

  • Presents conclusions, findings and trends to leadership and partners.

  • Provides analyses to campus constituents and general public as needed and deemed appropriate.

  • Assists patrol and investigations in identifying potential suspects of crimes through images, videos, descriptions, scars/marks/tattoos, modus operandi, and similar occurrences using proper resources, such as local network of IT professionals and crime analysts.

  • Serves as system administrator in Central Square RMS , CAD , Output Designer, and Report Designer systems. Responsible for ensuring data integrity. Grants user permissions and monitors system workflow processes. Builds, maintains, and updates designer systems as needed.

  • Requests, collects and examines law enforcement data from internal and external sources, such as the Student Resolution Center, Campus Security Authorities, and other law enforcement agencies.
