U.S. Army Contracting Command Contract Specialist in Fort Campbell, Kentucky

Summary About the Position Incumbent responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution, and administration for supplies, equipment, services, construction and/or special assigned programs. PLEASE NOTE: Selection(s) may be made at the GS-11 or the GS-12 level. If selection is at the GS-11 level, the position will be considered Developmental with Full-Performance at GS-12. Responsibilities Responsible for pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions. Provide guidance for acquisition planning functions for specific requirements by coordinating with customers. Executes and/or recommend award of a contract for complex services and supplies. Explain Federal contracting procedures to potential suppliers and determine the most advantageous time to solicit bids for expanded competition. Identify and address contractor performance issues. Ensures the requirements of law and regulations have been complied with and clearances and approvals have been obtained prior to signing contracts. These duties are described at the full performance level of GS-12. The duties at the GS-11 level are developmental leading to such performance. All applicants (to include current Federal Employees) must submit a copy of ALL of your transcripts with this application package Basic Education Requirement for the 1102 series: A Bachelors Degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if, ON OR BEFORE September 30, 2000: (A) A current DoD employee, in any occupational series, who has served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold in any Federal agency; OR (B) Served as a military member in a comparable military occupational specialty; OR (C) A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series ON or BEFORE September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-11 Specialized Experience Required: GS-11: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Executing pre-award and post-award procurement functions to procure commodities, services and/or construction contracts; (2) Analyzing contractual requirements to determine appropriate procurement method; AND (3) Evaluating contractor compliance with contract provisions to meet regulatory guidance. OR Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracts, purchasing, economics, engineering, industrial management, marketing, quantitative methods, and organization and management. Qualifications for GS-12 Specialized Experience Required: GS-12: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Analyzing contractual requirements to determine appropriate procurement method; (2) Performing cost/price analysis on a variety of contracts to conduct contract negotiations; AND (3) Analyzing contract/procurement data to identify issues and recommend corrective action Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance Management Contracting/Procurement Planning and Evaluating Preparation and Negotiation Time-in-Grade Requirement: GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time-in-Grade Requirement: GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
