U.S. Air Force - Agency Wide MANAGEMENT AND PROGRAM ANALYST (ACQUISITION) in Fairfax, Virginia

The primary purpose of this position is responsible for analysis, interpretation and management of data for portfolios, metrics, quality improvement and change management decisions from the enterprise and/or portfolio management perspective. Supports the development and identification of acquisition strategies and executes existing contracts to ensure OCEA and Air Force requirements are satisfied. Responsibilities Portfolio Management Support. Administer and execute portfolio management plan as directed by the Portfolio Manager that directly support USAF core functions; to include, developing and implementing a Plan of Action and Milestones, managing the portfolio's ecosystem, prioritizing research and analysis within portfolios critical areas and areas of special emphasis, and providing continuous assessment across the portfolio; providing technical advice to execute and/or standardize processes to complete these functions. Data Analysis and Support - gathers, evaluates and synthesizes data and information from multiple commercial sources (e.g., public information, company reports, program integration reports, customer intelligence/feedback, etc.) to understand corporate- and customer-specific program status and issues. Maintains a continuous up to date cognizance of all aspects of the portfolio(s). Establishes priorities, maintains and controls all portfolio milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to counteract schedule problems. Maintains a continuous liaison with functional staff, other service headquarter counterparts, and DOD offices to integrate OCEA priority support actions. Prepares and presents formal and informal briefings relative to assigned portfolios and actions Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of functions and personnel in support of the process. Knowledge of market research, project management, critical thinking, problem solving, risk methodologies, financial analysis and negotiations to carry out COTR responsibilities. Knowledge of laws, principles, policies, and practices of acquisition. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the acquisition process and integrated life cycle management. Senior level experience and skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues. Skill in conducting relevant, intelligence and operational-related research and development, preparing concise written reports and presenting innovative, imaginative and cohesive briefings, and other related duties as assigned. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
