International Boundary and Water Commission: United States and Mexico Security Specialist in El Paso, Texas

Summary Develops, administers, and manages the Personnel Security (PERSEC) Program, an HSPD-12 compliant Personal Identification Verification (PIV) issuance program, and security administration for the U.S. International Boundary & Water Commission (USIBWC), United States Section; contributing to the agency's strategic goal of maximizing organizational effectiveness through innovative management and accountability of human, physical, and fiscal resources, thus it is a mission support position. Responsibilities Develops, administers, and manages the Personnel Security (PERSEC) program. Operates, administers, and manages the agency's Homeland Security Presidential Directive 12 (HSPD-12) program. Identifies and assists in developing of security policy and procedures. Advises and provides authoritative information and assistance to organization officials on personnel security policy. Assists with carrying out internal administrative investigations pertaining to potential or actual violations of agency policies, directives, or procedures. Assists with developing, implementing, and maintaining procedural and technical methods to enhance physical protection of agency resources and facilities. Requirements Conditions of Employment Qualifications Qualifications must be met by 07/11/2024 Minimum Qualification Requirement - In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Examples of Specialized Experience: Receiving requests for and processing background investigations; adjudicating simple and complex issues in background investigations; determines the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions; makes security clearance determinations for access to sensitive information, resources, material, or work sites; coordinating and implementing plans for the protection of information, personnel, property, facilities, and agency operations; applying Homeland Security Presidential Directive (HSPD) 12 requirements to ensure program compliance; requesting and issuing Personal Identification Verification (PIV) Cards in compliance with applicable laws and regulations; effectively communicating with internal and external customers to convey security administration practices and procedures; entering purchase requests and receiving reports into an automated purchasing system; reviewing, analyzing, and resolving difficult and complex security problems; planning and implementing protective methods and security procedures; operating a motor vehicle such as a van, pickup, and sedan. Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures.
