Summary The primary purpose of this position is to provide professional legal expertise for the full range of issues and problems arising in the fields of contracting, acquisition, and procurement, including claims, disputes, intellectual property, technical data, litigation, security and classified information, facilities, taxation, protection of governmental rights and property, foreign military sales, labor law and environmental issues. Responsibilities Provides professional legal advice and legal guidance, oral and written. Advises and provides legal guidance to the 96th Test Wing Commanders, Deputies, Contracting Officers, Program Directors, Project Officers, Finance Officers, Staff and other personnel Serves as Ethics Counselor, FOIA and Privacy Act Advisor, and Other Civil Law Matters Impacting Acquisitions Serves as a legal representative on panels, boards, committees, reviews, etc. Serves as Legal Assistance Attorney. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Familiarize interns with government contracts, Contract formation (i.e., pre-award matters) Contract administration (i.e., post-award/performance matters) Procurement fraud and remedies Contract provisions Labor standards Procurement methods (e.g., sealed bid, negotiated, simplified acquisition) Fiscal issues (e.g., Anti-deficiency Act/Purpose Statute violations) Disputes (e.g., Government Accountability Office protests and Armed Services Board of Contract Appeals claims) Conflicts of interest KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Federal acquisition law (to include knowledge of sophisticated source selections and systems type acquisitions), contracts (including knowledge of cost-technical trade-offs and FAR Cost Accounting Standards issues), and grants, cooperative agreements, and Other Transaction Agreements. Ability and skill rendering authoritative written and oral legal opinions involving extremely complex and difficult legal problems resulting from the various stages of contracting, acquisition, and procurement management. Ability to communicate orally with a wide range of individuals, of varying ranks and from various backgrounds. Ability to support preparation and presentation of dispute cases for hearing before such arbiters as the Armed Services Board of Contract Appeals, the U. S. Court of Federal Claims, Government Accountability Office, or U.S. District Court. Knowledge of Federal fiscal laws, rules, and regulations. Ability to serve as a Federal government legal representative on panels, boards, committees, reviews, etc. Knowledge of administrative and civil law applicable to military installations or other Federal organizations, knowledge of the Air Force Legal Assistance program, and knowledge of administrative and civil law applicable to legal assistance matters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
