Peace Corps Volunteer Assessment & Placement Specialist in District of Columbia, District Of Columbia

Summary This position is located in the Office of Volunteer Recruitment and Selection (VRS), Chief of Operations (CHOOPs), Office of Placement. The Incumbent of this position is responsible for supporting the mission of the Placement Sub Office as a Placement Officer responsible for ensuring appropriate evaluation and screening of applicants pursuing career as Peace Corps Volunteers. Responsibilities The Volunteer Assessment & Placement Specialist performs the following major duties: Conducts interviews to determine candidates' suitability, competitiveness, professional qualifications, and skills for Peace Corps service. In addition to candidates overall qualifications and suitability, determines overall selection or nonselection based on communications observed during the interview and the outcome of references. During this process, the incumbent determines selection or non-selection and possible assignment available and appropriate program assignments. Participates in the development of SOPs, guidance documents, and candidate communications. Develops and implements training materials and programs for new placement staff, overseas staff, Recruiters and others on the operations of the Volunteer Delivery System as directed by supervisor Recommends skill equivalencies, programming, and training revisions of initial requests to improve fill rates; coordinates these changes, through appropriate supervisor, with the Country Desk Units, Regional Program and Training Advisors and Program Managers. Develops cooperative working relationships with Recruitment and Communications to focus recruiting efforts and to clarify and/or discuss specific job posting requirements. Works accurately in a database to maintain current information and status of candidates in agencywide database. Keeps apprised of current information and developments relative to assigned skill or geographic areas, as well as policy and procedural changes for use in resolution of operational and day-to-day concerns Serves as single point of contact for Peace Corps candidates, providing exemplary customer service to promote a smooth assessment experience. Enters and retrieves relevant information from Agency information management systems. Contacts candidates to obtain additional information/clarification regarding their skills, experience, and other relevant data as necessary. Completes appropriate documentation to provide evidence of an assessment process that communicates rationale behind decisions made about candidate's suitability for service. Prepares and disseminates appropriate communication to candidates to provide or to request relevant information. Follows up with candidates as appropriate to ensure requested information Requirements Conditions of Employment Please read this announcement in its entirety prior to submitting your application. Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees. All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps. This position requires a public trust background investigation. This is a bargaining unit position. A one-year probationary period is required. The initial appointment to this position cannot exceed five years. Qualifications All qualification requirements must be met by July 8, 2024 (the closing date of the announcement). Specialized Experience: This vacancy is being announced at FP-5. and FP-7 Specialized Experience at the FP-5 (GS-10): To be minimally qualified for this position at the FP-5 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-6 or GS-09 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Apply laws, regulations, policies and precedents which effect the use of program and related support resources. Evaluate and make recommendations to support and improve work operations or in adapting analytical techniques and evaluation criteria in order to make decisions and select the most competitive and suitable candidates. Specialized Experience at the FP-7 (GS-07): To be minimally qualified for this position at the FP-7 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-8 or GS-06 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Providing customer service to internal and external stakeholders including the general public. Demonstrating interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade. Education No education is required. Additional Information The minimum and maximum salaries listed on this announcement do not include locality pay. Salary will be adjusted in accordance with the locality pay of the duty location after selection.
