Job Description

This position is a member of the Iowa Department of Health and Human Services’ (HHS’) Bureau of Transformation within the Division of Administration. HHS is comprised of multiple distinct divisions, which have multiple program intersections with one another. The Bureau of Transformation is responsible for ensuring effective cross-division coordination within the agency and with other state agencies and partners. HHS is launching multiple initiatives throughout the agency as well as projects within each division, which require close tracking, coordination, and measurement. HHS is hiring a Transformation Analyst to support this work.

General Job Responsibilities:

  • Supports the complete range of the project management process (i.e, pre-initiation, initiation, planning, executing, closing/transition, monitoring) for a wide variety of project types with the goal of implementing new agency technologies, programs, paradigms, and processes.

  • Assists in identifying programmatic and technical requirements of cross-agency objectives especially related to policies and practice intended to standardize the effective business use of technology tools across HHS.

  • Assists in driving resolution of programmatic issues in collaboration with agency leadership.

  • Monitors the implementation of projects and ensures policy meets practice.

  • Assists in the identification of interrelatedness of project resources (inclusive of technology or contractual agreements) to provide oversight of complex projects. Collaborates with division-specific project management colleagues.

  • Serve as a business systems analyst with both a business analysis and information technology background.

  • Assists in the implementation of the agency-wide strategy for project and portfolio management .

  • Assists in the liaising between DOM DoIT staff who manage the IT systems with which the Bureau’s projects interface.

  • Actively participates in change control processes to review, document, report out, and manage changes to project scope, timelines, budget, and completion. Follows escalation procedures for leadership decision making.

  • Continual collaboration with internal and external staff to assess feasibility of project timelines and implementation methodology.

  • Establishes appropriate communication plans for roles and responsibilities, reporting and dissemination of information, as well as, communication channels to teams, leadership, partners and other interested parties to inform and for accountability measures.

  • Provides analysis of scheduled performance targets or goal and provides recommendations for enhancements, cost saving initiatives and process improvements.

  • Conducts assessments and evaluate operational issues, while researching alternatives or drafting justifications to move a process forward.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university with a degree in any field,and experience equal to three years of full-time work indata science; project management; management analysis; or business systems analysis.

  • All of the following (a and b): (A) Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

  • All of the following (a, b, and c): (A) One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and (C) A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.

  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
