Description of Job

Please Note: This position has hybrid work arrangements. Effective September, 2023 employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

About this Unit:

The Division of Economic and Workforce Support (DEWS) is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), the Colorado Works Program, Colorado Refugee Services Program, Employment First and other workforce development services. Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado Works is the State's Temporary Assistance for Needy Families (TANF) Program; it is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work, and marriage and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families, provides for positive youth development and healthy relationships. The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides federal resources to states for the implementation of employment and training programs that help SNAP recipients gain or improve in employment, in order to reduce dependency on SNAP, known as the SNAP E&T program. Colorado Refugee Services Program (CRSP) ensures the resettlement of refugees in Colorado and promotes their advancement toward self-sufficiency and long-term integration into U.S. culture. DEWS also oversees several smaller discretionary programs..

The programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The Division supervises county departments of human/social services in the administration of these programs and is responsible for ensuring that all counties comply with the terms of their county policies and all federal and State statutes and regulations. Division staff write State-level policies and rules; train county staff on policies, procedures, and effective case management skills; provide technical assistance to counties on automated systems issues; work with the General Assembly on legislative and fiscal initiatives affecting programs operation; report to the federal government federal programs; monitor county performance; and allocate funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Supplemental Security Income (SSI). The Division also works closely with other Divisions and Offices within the Department, other State agencies, the General Assembly, the Governor's Office, and client advocacy organizations in the implementation of welfare reform.

About this Position:

The position supports the Division’s strategic goals by monitoring and analyzing reports, developing useful measures, interpreting trends, and suggesting ways to improve SNAP Employment and Training performance. This position provides support, including technical assistance, program and policy information and clarification, and general program assistance to State, county and partner staff responsible for administration of SNAP E&T programming. The position is an expert in the federal and state requirements related to SNAP E&T programming

The position assists with reviewing county and vendor programs operations as they pertain to federal and state requirements and performance goals. This position exists to provide more efficient and effective ways for the State to manage the implementation and performance of SNAP E&T programming.

Summary of Job Duties:

SNAP E&T Program Expert:

  • Serves as expert in all SNAP E&T programming requirements and performance measures. Researches and analyzes federal, state and county plans, statutes and regulations to develop actionable improvements that can be utilized by State, county, and partner staff to increase performance within applicable measures. Collaborates with state, county, and partner colleagues to ensure coordination of approach to address program performance concerns. Communicates performance discrepancies with Division leadership to ensure efficacy of practice that supports defined federal and State goals.

Data Analysis:

  • Utilizes daily, weekly, monthly, quarterly and/or yearly report data to monitor State, county and partner performance across all aspects of SNAP E&T programming. Analyzes trends and patterns indicating potentially misapplied policy to inform State program guidance and monitoring efforts, and county/partner training and processes. Supports counties/partners, sometimes in person. Provides written and verbal analysis on performance measures on a monthly, quarterly and yearly basis to internal and external colleagues. The analysis includes but is not limited to how the State is performing in relation to federal measures, information on performance outliers, and recommendations for how to address those outliers. Depending on the measure, an in-depth review of a random sampling of cases may be required to be completed by this position.

Quality Improvement:

  • The position provides essential guidance to management for measuring and understanding program performance and for strategizing and organizing performance improvement. Sets program goals based on available data, statutory requirements, leadership priorities, and program priorities. Evaluates and interprets data on the performance of the program and of the counties and partners that administer the SNAP E&T program. Interprets data to identify exceptional and poor performance among the counties and partners, as well as the causes and possible best practices/solutions. Monitors performance outcomes necessary to comply with federal and state regulations. Develops strategies to improve performance outcomes at the State and local levels. Develops and implements program and reporting training strategies and curriculum with division staff using in-depth program knowledge. Collaborates with internal staff to identify effective strategies within the Division’s continuous quality improvement efforts.

  • Identifying areas in need of improvement.

  • Brainstorming effective strategies for improvement.

  • Assisting in implementing those strategies when appropriate and necessary.

  • Assisting Division leadership in determining critical measures requiring in-depth analysis and review, resulting in program integrity and validation projects to ensure practices tied to program performance goals are sound.

  • Other duties may include: ad-hoc reporting as needed; participating in data-driven management discussions; assisting in the development of contract performance measures; cross-training in other OES or DEWS data positions; assisting in the development of RFPs and all other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Option 1 - Experience:

  • Six years of professional work experience in a position that was responsible for quality reviews/assurance, performance tracking, technical assistance, and overall program support.

OR

Option 2 - Substitutions:

  • Bachelor's degree from an accredited institution in a field of study related to the work assignment AND two years of professional work experience in a position that was responsible for quality reviews/assurance, performance tracking, technical assistance, and overall program support.

  • OR: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Preferred Qualifications:

  • Five (5) years of experience designing, and implementing performance tracking materials such as project dashboards and/or reports that identify performance trends, best practices and areas for improvement.

  • Demonstrated extensive knowledge of federal Supplemental Nutrition and Assistance Program Employment and Training program regulations.

  • Considerable knowledge of national trends in research, legislation, and program innovations of workforce development programs is preferred.

  • Demonstrated working knowledge of current trends in workforce development, such as vocational/educational training, labor market information, employment practices, and occupational and economic trends affecting clients and employers.

  • Demonstrated experience collaborating with internal and external organizations, county departments of social/human services, and community stakeholders to plan and execute program activities.

  • Ability to develop new opportunities for cross-collaboration across programs and divisions and gain support for new initiatives.

  • Ability to define program goals, objectives, risks, roles, and responsibilities.
