Minimum Qualifications 6+ years of New York State Director level experience (position allocated to M3 or higher) over a substantial agency operational function(s). Knowledge of Finance, Budget, Human Resources/Labor Relations, Project Management, Information Technology, and Training functions. Knowledge of Justice Center business functions, statutory responsibilities, and service systems under agency jurisdiction preferred. The ideal candidate will have established relationships with Justice Center State Oversight Agency partners and relevant knowledge/relationships of and with NYS control and central service provider agencies. Additionally, the ideal candidate should demonstrate ability to forge new, productive relationships with internal/external staff and stakeholders to advance Justice Center operational and policy priorities. This is a high-level management position and, as such, respondents will be required to clearly articulate their management philosophy and give substantive examples of how they have implemented/applied their philosophy to achieve positive results. Respondents will also be required to discuss their history of positive subordinate staff development and describe their ability to foster staff growth and improvement.

Duties Description Reporting to and under the general direction of the Executive Deputy Director, the Deputy Director of Administration oversees all aspects of the agency's Human Resource/Labor Relations (including DEI), Information Technology, Budget, Operations, Procurement, Training, and Project/Portfolio Management functions. The Deputy Director of Administration serves as a key advisor to the Executive and Executive Deputy Directors and member of the Executive Leadership Team. In this capacity, the incumbent will be involved with many diverse, complex, and confidential issues, as well as setting the strategic direction of the agency. Responsibilities will include, but are not limited to the following:• Direct, monitor and facilitate the implementation of procedural changes and organizational policy as stipulated by the Executive Deputy Director• Provide overall management and direction to all Units in the Office of Administration.• Develop policies and strategic direction for the agency; advise the Executive Director and Executive Deputy Director and other senior level staff and all matters related to Office of Administration operations.• Oversee workforce monitoring, fiscal/budget and programmatic performance metrics to ensure proper allocation and management of resources; promote agency accountability; provide transparency in the use of agency resources.• Oversee establishment of sound financial management and long-term strategic planning and coordinated operations, communications, performance management and accountability processes.• Advise the Executive Director and Executive Deputy Director on matters concerning fiscal policy, finance, contracting, human resources, labor relations, information technology, process improvement, and project and performance management.• Oversee all information technology functions at the agency, including maintenance and development of the statutorily required Vulnerable Persons Central Registry (VPCR). Establish strategic direction of VPCR and guide implementation of initiatives including enhancement of integrity, quality, and usability of VPCR data.• Oversee the Project/Portfolio Management Unit. This includes leveraging enterprise knowledge to foster production and sustainable business practices; drive project management efforts that are in direct alignment with the Executive and delivery of organizational strategy; provide agency leadership with analysis of enterprise risks; and, promote enterprise thinking throughout all business units.• Oversee implementation of internal control functions at the agency, direct subordinate staff. • Oversee and direct development of coherent plans for various Units in the Office of Administration, and other agency offices, including program goals, objectives, outcomes, and evaluative methods.• Develop and evaluate proposals for major organizational and procedural changes.• Oversee preparation of meaningful, appropriate, and accurate data and supporting documentation relating to program development activities and policies for the decision-making needs of the agency.• Provide strategic direction regarding agency's internal and external data and reporting activities; approve release of public documents; assist in preparation of annual report to the Legislature.
