The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Program Manager to provide support for our potential government customer located in Dayton, OH.

DESCRIPTION OF RESPONSIBILITIES:

  • Support day to day operations within the Wing & Air Force Medical Service Research portfolio, to include applying acquisition and program management principles and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle. The contractor employee shall follow in-place, and help develop, administrative and monitoring support tools, as required, to perform daily operations associated with establishment, maintenance and oversight of medical research and modernization projects.

  • Participate and provide guidance in the development of strategic and tactical acquisition planning by defining the scope, cost, schedule, and performance parameters necessary to successfully execute projects within the Airman Biosciences Division portfolio.

  • Plan, organize, and coordinate activities of functional specialists, including scientist, engineering, contracting, program control, test, and logistics.

  • Collect, analyze, and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.

  • Research and engage in learning defense acquisition and aerospace medical research policies and regulations and recommend appropriate action consistent with those guidelines.

  • Be/become familiar with research processes including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor shall proofread and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.

  • Identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk.

  • Conduct all necessary contracting activities required to support project contract awards within the portfolio, to include preparing a statement of work and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.

  • The contractor employee shall design, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.

  • Utilize financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities.

  • Perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.

  • Provide technical guidance, advisory support, and assistance on a wide range of research management issues.

  • Support the organization at the executive levels within the Government and to contract/industry representatives. If requested, Participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the program.

  • Support the expansion of electronic products required for project reporting and management oversight delivered to Major Commands, management officials, and identified program/project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).

  • Other duties as needed.

    REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Minimum of a bachelor’s degree in a business field.

  • Must have prior U.S. Military experience to be considered for this role

    REQUIRED SKILLS AND EXPERIENCE:

  • Possess a minimum two (2) years demonstrated experience with Comprehensive Cost and Requirements System (CCaR).

  • Possess at least three (3) years of demonstrated experience in Project Coordinator/ Management and/or Medical Program/Project Management.

  • Be proficient in the use of Microsoft software programs, to include Word, Outlook and PowerPoint, and Project Word documents, Excel spreadsheets, and PowerPoint presentations

  • Must be willing to sign a Non-Disclosure Agreement (NDA).

    DESIRED SKILLS AND EXPERIENCE:

  • Three (3) years of experience of program/project management across the current Biosciences or AFMS research portfolio

  • A.I. Prompt Engineering Certification

  • Two (2) years of experience managing microneedle research projects.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be U.S. Citizen

  • Must be able to obtain a Secret security clearance
