About the Role:

The Federal Reserve Bank of Dallas is seeking a Director of Examinations (BSA/AML) to oversee Bank Secrecy Act (BSA) and Anti-Money Laundering (AML) examinations and continuous monitoring activities for state member banks, bank holding companies, and foreign banking organizations assigned to the Eleventh District. This position will report to the Assistant Vice President of Supervisory Risk, provide direct supervision to a team of BSA/AML examiners/risk specialists, and handle all aspects of staffing including hiring, employee development, coaching, and feedback/performance management. This position supports the Dallas Fed's banking supervision and regulation activities through collaboration with other managers, regulatory agencies, and Board of Governors staff to support scheduling, planning, and completion of examination and supervisory work.

You Will:

  • Manage and develop a team of examiners responsible for conducting assessments of Eleventh District financial institution BSA and Office of Foreign Assets Control programs. Provide strong technical expertise and guidance to coach and mentor examination staff.

  • Utilize leadership competencies to build and maintain an engaged team that applies diverse skills and perspectives to achieve common goals.

  • Supervise assigned personnel, including recommendations for hiring and dismissals. Appraise and evaluate performance, administer compensation, ensure adequate training and development, and provide appropriate feedback and coaching to improve job performance of supervised personnel.

  • Oversee the scheduling, completion, and report processing of BSA examinations and continuous monitoring activities of assigned entities.

  • Review supervisory work products to ensure high quality and timely completion. Ensure work products have adequate support to substantiate findings/examination ratings and compliance with local and System requirements.

  • Participate in meetings with bank officials, other regulatory agencies, and Reserve Bank management to discuss supervisory activities and conclusions.

  • Remain current on relevant statutes, regulations, supervisory policies, and current banking industry, payments, and fraud. Maintain a knowledge of payment and bank service trends involving the Fintech industry and digital assets.

  • Contribute to Federal Reserve System, Reserve Bank, and Departmental initiatives by participating on committees, projects, and training activities.

You Have:

  • Bachelor’s degree with concentration in business, economics, finance, accounting, law or related field; Advanced degree in related field is preferred

  • Minimum of 5 years’ experience in the banking, regulatory, or similar industry; a focus on BSA/AML is preferred

  • Examiner commissioning is preferred

  • Certified Anti-Money Laundering Specialist (CAMS) certification is preferred

  • Leadership experience in directing the work of others and/or projects

  • Advanced analytical, writing skills, and oral communication, including presentation and negotiation skills in dealing with all levels of management, boards of directors and other regulatory agencies

  • Capacity to pursue multiple initiatives at the same time and deliver successful outcomes

  • Demonstrated teamwork, analytic and critical thinking abilities

  • Equivalent education and/or experience may be substituted for any of the above requirements

Notes:

This position may be filled at various levels based on candidate's qualifications as determined by the department.

This role allows for the employee to work in a hybrid manner with some work conducted onsite at the Federal Reserve work location and some work conducted remotely. Specific schedule details will be discussed during the recruitment process. Dallas is the location for this position. Local and out-of-state travel up to 10% may be required.
