CITY OF CORTEZ General Services Director in CORTEZ, Colorado

General Services Director

Duties: Purchase goods and services, responsible for formal bidding on items and contracts over $10,000. Author, review and send specifications to vendors, researches new products and services and analyzes most cost-efficient purchases up to $15,000. Makes purchasing recommendations to the City Manager on purchases up to $25,000, and recommendations to City Council for purchases over $25,000.

Compiles data on vehicle fleet, determines efficiency, prepares summary reports regarding usage, and makes recommendations for improvements. Supervises the RTA fleet management computer program.

Responsible for the E-rate program for Library connectivity and billing. Responsible for the City upstream Internet connection and contracts.

Formulates policies and procedures governing General Services Department activities.

Approves department budget, identifies resource requirements, and monitors expenditures. Responsible for 5 year building and facilities capital budgeting and forecasting.

Supervises maintenance of City vehicle fleet, establishes schedules, tracks vehicle costs, makes recommendations for replacement. Manages the City Equipment Fund, equipment purchases and expenditures.

Supervises maintenance of buildings, oversees building construction projects, supervises maintenance personnel, resolves building maintenance problems, delegates resources. Provides a pro-active facility maintenance plan

Administers City contracts, ensures that procurement procedures are followed and that contracts are complete and accurate. Ensures City procurement policies are followed city-wide.

Completes special projects as assigned by the City Manager to include selection of consultants, functions as project manager for major construction projects, monitors specific construction projects to ensure contracts are followed through, tracks cost associated with the project and makes recommendations for cost savings to the City Manager and City Council.

Is easily accessible and encourages input and communication from employees under his supervision. Encourages subordinates to strive for higher achievement, innovation, and greater responsibility. Assists with job tasks whenever the need arises.

Performs other duties as assigned.

Requirements: Knowledge of general services principles and procedures relating to purchasing, contract administration, building and equipment maintenance, light construction, materials management, energy conservation and computer networking and equipment. Other Requirements: Certified Purchasing Manager (C.P.M.) and/or Certified Public Purchasing Official (C.P.P.O.) accreditation preferred, but not required. Project Management certification accreditation preferred, but not required. Bachelor's degree in Business Management or related field supplemented by minimum two year's related experience, preferably in a public-sector environment. or Any equivalent combination of education and experience.

Wage: $33.59-$54.44 per hour

Shift: This is a full time position 40 hours per week.
