Responsible for the planning, implementation, and daily operations of assigned functional areas within El Paso County Public Health (EPCPH). Assists with developing and monitoring the program budget; collaborates and works closely with other programs and community agencies. Conducts supervisory and administrative duties. May be assigned to the Communicable Disease, Vital Records, Immunizations, or Laboratory program. This position may be subject to grant funding.

Essential Duties/Responsibilities: -Manages and oversees daily operations of assigned program. Responsible for the planning, evaluation, and development of assigned areas. -Participates in establishing and implementing policies, procedures, training, and standards for efficient and effective program operation and maintenance. --Monitors progress and directs changes in priorities as needed. -Supervises assigned staff; provides guidance, training, mentorship, and feedback. Conducts performance evaluations and motivates employees to achieve

peak productivity and performance; participates in the hiring and disciplinary process. Provides oversight of training, identifies training and workforce development needs, and facilitates staff educational and training activities. -Participates in developing, managing, and maintaining program area budget. -Assists in preparing budget documents for local and state agencies. Assists in establishing program priorities, budget needs, and final budget approval. -Performs needs analysis, directs the purchasing of supplies, and assists with the negotiation of contracts and policies in coordination with CDPHE. -Adheres to and implements local policies and procedures in support of all laws, regulations, and guidelines governing the program. -Ensures data and documentation are entered into appropriate databases and systems; ensures staff are utilizing the records and databases appropriately. -Maintains records, files, data collection, and prepares correspondence. -Oversees quality assurance activities; reviews and updates the quality assurance manual. -Works in collaboration with other programs and community partners to provide services and information. -Provides education and program area expertise to staff, individuals, groups, and health care providers, including best practices. -Responds to inquiries from the public, community partners, and providers, including assisting with requests for media interviews and presentations. -Articulates the mission of Public Health and develops partnerships to accomplish Agency goals. Interprets rules and regulations for sub-groups in the community. -Promotes public health within the community.

Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these task

Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.

Qualifications Knowledge, Skills & Abilities

-Extensive knowledge of public health principles and practices. Knowledge of program-specific regulations, laws, and statutes. -Working knowledge of principles of collective impact, community organizations, and resources. -Knowledge of budget development, bookkeep ng, and accounting principles and procedures. -Knowledge and understanding of agency policies and procedures. -Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization. -Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. -Skill in using a computer and various software packages including Microsoft Office. -Ability to supervise and train others; ability to objectively review and evaluate the performance and work of employees. -Demonstrated ability to establish and maintain effective working relationships with employees, leadership, agencies, community partners, and the public. -Ability to provide excellent customer service. -Demonstrated ability to speak effectively and professionally in public to a variety of audiences. Ability to write clear, concise, and grammatically correct letters, reports, and other forms of communication. -Demonstrated ability to identify problems, develop solutions, and take the lead in solving problems, considering the impact of actions.
