Full Salary Range: $25.990 - $37.668

Hiring Range: $26.43 - $27.36

Inspector II

Full Salary Range: $27.933 - $41.899

Hiring Range: $28.99 - $30.76

Inspector III

Full Salary Range: $30.870 - $46.351

Hiring Range: $32.05 - $35.50

This position has an anticipated work schedule of Tuesday – Friday, 6:30am – 5:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.

Maintains departmental records relating to public works right-of-way permits and CO811 Underground Facility Locate Requests; performs field inspections for compliance with the Engineering Criteria Manual (ECM). Receives CO811 Underground Facility Locate Requests. Identifies, locates, and marks locations of all El Paso County owned underground infrastructure. Responds to customers in a timely and consistent manner. Uses Microsoft Access database to calculate fees associated with permit applications and processes the permit for issuance. Performs field inspections of active permits. Assists other inspectors and may serve on projects in their absence.

Essential Duties/Responsibilities

  • Receives permit applications, calculates permit fees and issues permits. Uses Microsoft Access to maintain records of right-of-way permits and permit work; closes active permits when completed and tracks permits requiring extensions. Logs field inspection results and contractor performance in the appropriate database.

  • Conducts visual condition inspection of concrete, roadway surfaces, patches, curb and gutter, sidewalks, sub-grade and sub-base for compliance with the Engineering Criteria Manual (ECM).

  • Ensures proper testing frequencies are followed and reported as they relate to differing construction activities for work in the right-of-way permits; ensures contractors provide test results as needed.

  • Receives CO811 Underground Facility Locate Requests and completes daily locate tickets to facilitate safe excavation during construction activities; maintains departmental records and closes active permits as appropriate.

  • Identifies, locates, and marks locations of all El Paso County owned underground infrastructure, including traffic signals, stormwater, and communication installations as well as El Paso County Park properties, trail corridors, assigned medians, and assigned public rights-of-ways.

  • Works with contractors on a daily basis and ensures safety procedures are properly followed.

  • Reviews and ensures approved Traffic Control plans are followed at all times.

  • Responds to customer complaints in a consistent and timely manner; interacts with contractors, coworkers, outside agencies, and the general public in a professional and courteous manner.

  • Performs warranty inspections before warranty expiration and ensures any deficiencies are repaired to meet department standards.

  • Operates passenger vehicle on a daily basis.

  • Provides weekly project update reports.

  • Provides support to other inspectors as requested.

  • Performs other duties as required.

Additional Level II/III Functions:

  • Conducts the pre-construction meeting prior to execution of construction contracts.

  • Coordinates with utility companies prior to and during construction; anticipates and takes action to avoid possible conflicts.

  • Prepares monthly progress payments, change orders, daily pay item progress forms, weekly time sheets, daily diary and other associated paperwork.

  • Conducts condition inspection of concrete, roadway surfaces, patches, curb and gutter, sidewalks, sub-grade and sub-base and reports observations to the Inspection Supervisor.

  • Uses database to maintain records of work performed on construction projects.

  • Ensures adherence to construction plans and specifications and suggests practical "field fixes" to the project engineer to improve efficiency or cost effectiveness by using different materials or construction practices. Monitors and ensures contractor adherence to construction plans and specifications.

  • May perform or coordinate materials testing for asphalt and/or concrete.

  • Serves as day-to-day project manager; coordinates with assigned project engineer regarding escalated issues.

  • Gathers data for next year's paving or concrete construction list and enters data into database; uses data to estimate the cost of next year's contract and adjusts to meet the available budget.

  • Completes CO811 Underground Facility Locate Requests and identifies, locates, and marks locations of all El Paso County owned underground infrastructure as needed.

Additional Level III Functions:

  • Performs field bridge inspections and maintains El Paso County's bridge inventory database adhering to strict guidelines established by the FHWA's National Bridge Inventory System (NBIS). Prepares maintenance work orders and suggests practical repairs.

  • Organizes and manages weekly project meetings and additional meetings such as pre-paving and pre-concrete pour meetings.

  • Acts as the Project Manager's agent in his or her absence.

  • Interprets and ensures all plans and applicable specifications are properly implemented. Duties include checking and performing calculations related to the following: steel reinforcement, concrete flatwork, structural concrete, structural steel, pipes and other storm drainage systems, earthwork, paving, striping, traffic signals and signs, fencing, seeding and mulching, site erosion control, and bridge work.

  • Coordinates projects with the project engineer, contractors, testers, utility companies and surveyors. Ensures projects proceed in accordance with the County's storm water quality permit requirements.

Qualifications

Knowledge, Skills, and Abilities:

  • Must possess strong mathematical skills with a sound understanding of algebra and geometry and the ability to perform calculations involving area and volume.

  • Ability to read and understand road and bridge construction plans, terminology and specifications.

  • Ability to establish effective working relationships with County employees, contractors and the general public.

  • Ability to communicate effectively both verbally and in writing.

  • Must have working knowledge of computer software including Microsoft Access and Excel.

  • Maintain regular and punctual attendance.

    Inspector II:

  • Basic knowledge and understanding of M&S Standards.

  • Must have working knowledge of materials testing procedures and intervals.

  • Understanding of land surveying and stake interpretation highly desired.

    Inspector III:

  • Must have working knowledge of M&S Standards.

  • Must have a solid understanding of land surveying and stake interpretation.

  • Must have working knowledge of bridges and FHWA's in-service bridge inspection procedures.

  • Must have working knowledge of materials testing procedures and intervals and understand testing results as compared to applicable materials specifications.

Required Education and Experience:

  • High school diploma or equivalent education.

    Inspector II:

  • Minimum three years inspection experience.

    Inspector III:

  • Minimum five years public works experience.

Preferred Education and Experience:

Inspector I:

  • One year public works experience.

    Inspector II:

  • Public works experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

  • Successful completion of Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) training class within six months of employment.

Inspector II:

  • CAPA Levels A and B or ACI Certifications or ability to obtain within one year of employment preferred.

  • Nuclear Density Gauge Certification preferred.

Inspector III:

  • CAPA Levels A and B and ACI Certifications preferred.

  • FHWA's Inspection of In-Service Bridge Certification preferred.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, drug screen, and physical examination.

Work Conditions

Duties are primarily performed in the field and in an office environment. May be exposed to adverse weather conditions. Travel throughout El Paso County is required to perform on-site inspections of construction projects. Must be able to safely lift and carry up to 50lbs. On-call schedule rotation as needed; subject to after hours call-out.
