Scope of Responsibilities The Executive Director, serving as Chief Executive Officer, exercises professional judgment and executive skills in the overall administration and operation of the organization. This individual provides leadership in overall program development and implementation. The ED provides the Board with necessary information regarding the programs, finances, public policy, and needs of the agency. The ED implements and monitors Board policies to assure legal, ethical, and effective agency operation. The ED represents SCCASA with local, state, and national coalitions, organizations and/or agencies that may impact the mission of SCCASA.

The Executive Director will: 1. Assure agency compliance with all relevant governmental, regulatory, and funding requirements, and with the policies and guidelines established by the Board. 2. Assure that staffing is adequate to meet service needs and objectives; oversee the procedures for staff recruitment, hiring, supervision, training, staff development, evaluation, and termination. 3. Assure implementation and ongoing monitoring of a logic model-based work plan for the agency. 4. Directs, supervises, and manages all personnel including but not limited to employee evaluations, training, and disciplinary actions. 5. Maintain appropriate communication with and between the Board and staff on all aspects of agency operation. 6. Assure adequate funding for agency programs through preparation of applications for funding, grant applications, data collection, and re-application/continuation reports. 6a. Engage with local, state, and national stakeholders to maintain a high level of awareness of macro issues which may impact the agency or its mission. 6b. Represent SCCASA on local, state, and national coalitions/partnerships in order to most effectively advocate for policies that will enhance the mission of SCCASA. 7. Oversee budget development, implementation, and ongoing monitoring of fiscal status. 8. Monitor spending to assure that funding is available for amount and type of expenditure. 9. Assure the annual financial statement audit by an independent accounting firm is completed. 10. Oversee assessment of community needs for information, education, intervention, or referral services. 11. Oversee development, planning and implementation of programs based on assessed needs of the community and the mission of the agency.
12. Ensure ongoing monitoring of existing projects and programs; evaluate all programs for effectiveness, efficiency, and documentation of research-based outcomes. 13. Engage with local, state, and national stakeholders in order to most effectively enhance SCCASAs reputation and position SCCASA for ongoing excellence at all levels. 13. Personally represent the mission and values of SCCASA at the public level.

Reports directly to the Board of Directors

Educational and Professional Qualifications: - Masters Degree and 3 years experience in administration (human services or government) including experience in planning, implementing, and evaluating program services; OR Bachelors degree and 5 years experience as outlined above. - Experience in fund development including successful grant writing experience and knowledge of grant sources. - Experience in supervision of staff. - Background in alcohol, tobacco, and other drug issues; A QHP (Qualified Health Professional) certificate or license an asset at the time of hire, or to be achieved after employment. - Excellent speaking and writing skills to represent agency to larger community and associated affiliates and/or governing agencies. - Vision, creativity, and leadership skills to promote continued growth and excellence of agency.

Salary: $52,000 - $54,000 (Full Time Exempt)
