Summary These positions are located in Great Smoky Mountains National Park, in the Facility Management Division. These are Career/Career-Conditional Full-time appointment. Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Major Duties: Be able to perform all phases of the tree maintenance activities including; pruning, removal, climbing, and assessment of trees. Documenting work and assessments and conveying work needs to the supervisor. Works with the tree worker leader and supervisor to assist in the weekly and monthly planning and scheduling of all work activities in advance. To ensure a steady and productive work flow. Follows all safety regulations, frequently participates and conducts safety meetings to ensure the safe operation of equipment. Conduct the type of pruning or treatment needed to carry out the arboriculture work for which you are responsible. Perform technical maintenance and care of existing trees and removal of hazard trees. Tracking work/information using a facility management software system (FMSS), ensuring all labor hours, materials and tools are tracked to achieve best practices, assure effective and efficient operations, reliable financial reporting, compliance with NPS best business practices. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications Conditions of Employment: Currently have or be able to obtain National Chainsaw Program (NCSP) Master Faller Task 1 and 2 Certifications within one year of employment. Certification must be kept current through employment in this position and is required for the position. Currently have or be able to obtain International Society of Arboriulture (ISA) Arborist certification within one year of employment. The certification must be kept current through employment in this position and is a requirement for the position. Currently have or be able to obtain a Commercial Driver's License Class B (or higher) with an airbrake endorsement within six months of employment. License must be kept current through employment in this position and is required for the position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Incumbent must be in good physical condition to lift and operate the different types and sizes of power chain saws with weights up to 50 pounds while falling trees from the ground or from the aerial platform boom bucket. Employee is required to climb trees, often up to heights of 200 feet. When climbing trees, incumbent uses various tree climbing gear and methods to ascend the tree. This type of climbing requires a high degree of physical and mental effort and muscular tension to maintain balance and position to properly cut tree limbs and treetops without severing the safety ropes (lifeline). The tree climber often works in trees from four to six hours while secured in the tree with safety ropes, climbing belts and saddles. Working in the tree also requires the climber to pull moderate heavy loads such as cables, snatch blocks, bull ropes up to tree top heights. When loading trucks by hand on work site cleanup, incumbent lifts, pulls and carries limbs, small logs or wood chucks up to 50 pounds. Moderate physical effort is needed by this position in operating, turning, backing, and controlling vehicles which carry heavy loads. Incumbent must have good coordination for moving hands, arms, feet, and legs for maneuvering machinery controls in the operation of equipment and attachments as well as manual tasks associated with road maintenance. Heavy physical effort is required for standing for long periods of time as well as for reaching, bending, twisting, walking, and lifting objects more than 50 pounds. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Education There is no substitution of education for experience for Wage Grade (WG) positions. Additional Information Working Conditions: The incumbent works outdoors during most of their tour of duty primarily during daylight hours. Incumbent may work night hours during inclement weather or for emergency response: e.g., rockslides, avalanches, fallen trees, debris, floods, etc. Temperatures range from-10 degrees F to over 100 degrees F. Summer conditions could include dirt, dust, noise, and potential hazards in the form of poisonous plants, insects, wild animals, and snakes. Winter conditions include rain, snow, ice, and windblown whiteout/blizzard. Duties are performed at elevations ranging up to 6,000 feet. Operation of equipment is made on curving narrow mountainous roads and off-road terrain. Work is performed in steep, rough terrain and around obstructions such as trees, buildings, special exhibits, and campgrounds. The operator is subjected to noise, vibration, and fumes from equipment's motors and exhaust as well as jerking and jolting from operating over rough surfaces. May work 12-hour shifts for tree removal or other emergency operations such as storm or flood control at all hours of the day or night. May be required to travel overnight 5 days per week or more and work weekend shifts. Works in tops of trees at heights up to 200 feet while being suspended by ropes or slings which are exposed to sharp cutting tools such as power chain saws, axes, and hand saws. Tree work can be a very hazardous work environment where a high degree of risk to life and health is present daily. May be required to work weekend shifts. Due to the many hazardous conditions related to hazard tree mitigation and motor vehicle operation, the incumbent must be especially aware of and make special efforts to learn and respect the potential dangers. Incumbent exhibits a safety consciousness in all work practices and personal care. Incumbent maintains a safe work environment. Participates actively in the Park Safety Program by thoroughly learning and consistently following all safe work practices applicable to the occupation, tools and specific circumstances and surroundings in which incumbent performs required duties. Applies safe work practices, including wearing necessary and required PPE. Reports unsafe conditions and injuries immediately to the supervisor. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service.
