V.I. Housing Finance Authority CDBG DR Accountant in Charlotte Amalie, Virgin Islands

DESCRIPTION The Community Development Block Grant Disaster Recovery (CDBG-DR) Accountant is responsible for assisting in accurate and complete monthly reporting of all financial information pertaining to the CDBG-DR Program, including the preparation of financial statements and account analysis. This position reports directly to the Disaster Recovery Director of Finance and provides support to that position as needed. ESSENTIAL FUNCTIONS: - Perform cash draw downs and prepare check requests appropriately to ensure the proper disbursement of Federal funds. - Responsible for reconciling CDBG-DR Programs related general ledger accounts, preparation of supporting schedules and record retention according to governmental policies and procedures. - Reviews and prepares journal vouchers monthly for accurate recording of financial transactions. - Address payment issues to ensure no duplicate payments were made. - Monitor the operations of the accounts receivable system. - Work closely with the Director of Finance to achieve the finance departments objectives. - Research and resolve a vendor inquiry concerning payment and invoicing status. - Perform account analysis and prepare journal vouchers for correcting entries when necessary. - Communicate funding needs to ensure sufficient balances for the Authoritys disbursements. - Complies information to assist the Director of Finance with the month end closing process and prepare supporting schedules to validate account balances after closing. - Participate in the creation of schedules and reports for internal and external auditors, providing explanation and supporting documentation as necessary. EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: - Education:Bachelors Degree from an accredited college or university in accounting or related field. - Experience:Minimum of four years of relevant professional experience working on projects that include experience using V-lookups. Ability to review and process a high volume of invoices in an agreed timeline. Equivalent combination of education and experience. - Knowledge, Skills, and Abilities:Must have technical writing, presentation development, and research skills; Experience managing projects and people; Ability to manage multiple and sometimes changing projects in a fast-paced, deadline-driven environment; Excellent report writing, analytical, editing, and proofreading skills; Strong analytical, problem-solving, and decision-making skills; Computer literate to include Microsoft Word, Excel, and Outlook; Good oral and written communication skills; Ability to be flexible and work under pressure; Ability to work harmoniously with other VIHFA and CDBG-DR personnel; Ability to maintain confidentiality in all assignments; Ability to multi-task, work collaboratively in a team-oriented environment and problem solve; Ability to perform duties with limited supervision; Sense of ownership and accountability as well as a willingness and commitment to adding value to the Authority; Ability and willingness to learn SALARY:$48,000 to $60,000 per annum depending upon qualifications.
