As the Program Subcontract Manager at CACI, you’ll serve as the primary point of contact for all subcontract activities associated with the Program. You will oversee the entire acquisition process, supporting the program’s products and solutions from initial development through production to sustainment phases. You’ll work closely with Corporate Contract and Subcontracts department, acting as a strategic business partner responsible for building lasting relationships and delivering balanced and equitable business deals thus ensuring the long-term, mutual success of CACI and its Customers. As such, the ideal candidate will be able to impact business outcomes, collaborate across the business and with other functions, cultivate relationships with DoD, Intelligence, Foreign, and Commercial Customers and develop creative innovative business solutions.

The Program Subcontracts Manager position is fully integrated with the Programs at the CACI location. Based on the position’s requirement to access the portfolio’s classified data and to communicate with customers, this Subcontracts Manager role will be based out of a secure facility (SCIF). The successful candidate will have the flexibility to work remotely from home when SCIF access is not needed to accomplish their responsibilities.

What You’ll Get to Do :

  • You will be responsible for the overall Subcontracts Management for a $1.2 B/7-yr contract with 30+ Subcontract Partners on this program, coordinating with your leadership team for oversight and corporate visibility.

  • Provide government contracting expertise and leadership to the Spectral Program and Subcontracts Administrators

  • Establish objectives/schedules for each subcontractor and monitor their performance on a regular basis to ensure optimal operational results

  • Oversee the entire subcontract management process, ensuring all subcontracts and purchase orders are awarded and executed in alignment with program timelines and requirements.

  • Monitor, review, and identify areas of process improvement for overall subcontractor performance

  • Coordinate with subcontracts, accounting and finance departments in managing subcontract invoicing and payments, subcontractor performance evaluation, and closeout process

  • Monitor and track subcontractor activities, performance and deliverables

  • Function as a key member of an Agile Program Management team, maintaining daily interactions with CACI PMO staff.

  • Build and maintain relationships with the Subcontract Partners Contracting Officers

  • Support the negotiations process associated with non-disclosure agreements, teaming agreements, subcontracts, and other contractual documents Lead the review and development of Statements of Work (SOWs) to clearly define project scopes, deliverables, and quality standards, ensuring alignment with client expectations and contractual obligations

  • Guide the request for proposal process associated from a managerial perspective, ensuring compliance and alignment with program objectives.

  • Lead the review of subcontractor proposal

  • Establish excellent working relationships with Program Managers and other internal stake holders

  • Conduct OCI screenings

  • Perform risk assessments and recommend mitigation approaches

  • Interpret contract terms and handle subsequent issues

  • Coordinate with CACI Export team for processing export licenses and documentation

  • Actively participate in client meetings and reviews

  • Assist Program Management Office with tracking Earned Value for critical subcontractors

  • You will utilize substantial knowledge of applicable acquisition regulations and business judgement and acumen, be involved in and supervise complex subcontract agreements, and post award negotiations.

  • Ensure strategic subcontract management practices that support business outcomes and operational excellence

You’ll Bring These Qualifications:

  • Bachelor’s Degree in Business Administration or Liberal Arts or the equivalent experience (six years for a total minimum of 16 years experience).

  • 10 years of professional experience working as a subcontract administrator/manager in positions of progressive responsibility, including a depth and breadth of knowledge in RFP and subcontract preparation, Federal and Defense Acquisition Regulations including the implementation and integration of changing acquisitions regulations.

  • Progressive experience in working and collaboratively resolving subcontract issues with internal and external customers.

  • US Citizenship is required and the ability to obtain a TS/SCI security clearance.

  • Proven experience leading and building a team.

  • Excellent written and verbal communication skills.

These Qualifications Would be Nice to Have:

  • Successful execution of sole source and single source subcontracts

  • An MBA or equivalent

  • PMP Certification

  • 10+ years of experience

  • Current TS/SCI clearance

The proposed salary range for this position is:

$99,800 - $219,600
