    Where You Will Work

The Communications Systems Directorate (COMM) is the largest directorate in the National Reconnaissance Office (NRO) employing more than 4,000 + personnel worldwide. Our teams are responsible for the installation, maintenance, performance, and security of the NRO’s network architecture and information technology (IT) infrastructure. COMM creates and supports products, service, and capabilities that are essential to every NRO mission, business, and enterprise function. Warfighters, Intelligence Community (IC) partners, and key senior decision-makers need overhead intelligence to accomplish their missions. COMM directly enables the collection, transmission, and process of this valuable intelligence.

The Lifecycle Readiness Chief position oversees COMM’s projects as they are initiated and advanced through their lifecycle. This supervisory position is located within COMM’s Architecture and Systems Engineering (COMM/CASE) and sits as part of COMM’s ODIR office at the National Reconnaissance Office's (NRO) Westfields headquarters building. CASE provides authoritative systems engineering, architecture and portfolio management support throughout COMM to drive NRO mission success.

The key duties for this position include providing technical leadership and expertise for COMM's Lifecycle Management process ensuring projects advance through the lifecycle on time, with proper planning, budget and schedule to successfully deliver fully operational and integrated services. Duties include performing technical reviews plus evaluating and providing approvals for technical artifacts and briefings being shared outside of COMM/CASE and the COMM directorate; providing leadership, oversight, and senior representation at technical meetings, milestone reviews and working groups. In support of COMM’s contracts, this position also supports acquisitions and project management efforts across the COMM enterprise and provides detailed-oriented programmatic oversight of multiple contract activities to enforce/maintain industry best practices, drive consistency and uphold standards across COMM to achieve systems engineering rigor. The selected applicant will also be expected to mentor/supervise junior staff officers.

    What You Will Be Doing

     

  • Leads network management project teams to develop, engineer, integrate, test, implement, and migrate capability of legacy management systems into a consolidated network monitoring and management system in secured, hybrid hosting environments.  Leads the network mapping activities of the NIE. Functions as an expert in all assignments. Leads efforts requiring operational problem analysis and determines solutions to various network or IT technical problems.  Evaluates, develops and recommends modification/approval on network management standards and briefs a wide range of audiences to include senior leadership.

     

  • Analyzes and evaluates work concerned with the integrated network architecture systems and applications.  Researches and applies available, advanced technologies and management principles to adapt IT methods to a variety of network management situations.

     

  • Provides management officials and operating personnel technical advice on current technology and policy and its impact on current and long-range programs. Participates in conferences and committees on matters pertaining to computer requirements, application, and techniques. Keeps abreast of new technology and emerging government and industry best practices and determines extent of possible application and usage.

     

  • Leads task forces/project teams in advanced information systems technology efforts. Functions/acts as a technical authority in all assignments.

  • Develops, executes, and monitors lifecycle management strategies to address areas of concern or potential gaps.

  • Provides authoritative recommendations, briefings, and other formal and informal feedback and status to management on all aspects of program status, contractor technical performance and for all significant decision points.

  • Provides input in source selection and assess contractor performance during all acquisition phases, including operations.

  • Works closely and substantially with program Contacting Officer's Technical Representatives (COTRs) and prime contractors to provide leadership and ensure program objectives are achieved within stringent cost, schedule, and technical performance requirements.

     

  • Exercises supervisory personnel management responsibilities; directs, coordinates, and oversees work of government and contract support personnel.

    What You Need

     

  • Mastery knowledge of technical and functional operation of IT systems to effect changes to existing systems by applying state-of-the-art technology.

  • Mastery of IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as: assist in the development and interpretation of policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs.

  • Mastery knowledge of operating systems.

  • Demonstrated skill in analyzing, formulating, and recommending policies, procedures, and processes. Highly developed oral and written communication skills necessary to work with a wide variety of personnel, including the executive level. Skill applying knowledge to highly complex projects and adopting innovative methods and approaches to generate solutions to highly technical software process problems.

  • Comprehensive knowledge of the enterprise information technology (IT) architectural concepts and patterns to include baseline and target architectures.

  • Demonstrated sustained strong performance, including the ability to understand and respond to organizational goals.

  • Comprehensive knowledge of the enterprise information technology (IT) architectural concepts and patterns to include baseline and target architectures.

  • Knowledge of IT system operation, maintenance, and security needed to keep equipment functioning properly.

     

  • Highly developed oral and written communication skills to prepare and present reports, interpret policies and guidelines, provide advice and guidance to leadership, and represent the organization in interactions with other organizations.

     

  • Skills in interpersonal relationships to work as a leader on project/program teams in the implementation of major COMM-wide programs.

    Desired Qualifications

     

  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes

  • Sound understanding of intelligence satellite systems.

  • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.

  • Knowledge of the missions, roles, functions, organizational structures, and operations, which govern and interface with and/or influence the system acquisition process and integrated life cycle management.

  • Working knowledge/experience with wide variety of contract types.

  • COTR experience and/or certification

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

    Other Information

     

  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

Salary

This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)).  Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.  Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale. For more information on STEM pay, visit https://dcips.defense.gov/Human-Resources/Compensation/

2024 STEM Salary ranges:

GG-15: $163,017 - $191,900

**This position is a senior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.  To qualify for the position, federal government employees MUST currently be at the GG-14 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.

Hiring Incentives

The NRO may offer hiring incentives and other entitlements at management’s discretion.

Trial Period

All new DCIPS employees (https://dcips.defense.gov/) will be required to serve a 2-year trial period.
