Dorchester County Public Schools Supervisor of Finance in Cambridge, Maryland

Dorchester County Public Schoolsis currently accepting applications for aSupervisor of Finance.Working under the direction of the Chief Financial Officer, this position supports Finance and Payroll. The coordinator provides leadership that ensures compliance with federal regulations and promotes effective financial leadership that spans across multiple departments. The supervisor is also responsible for overseeing grants, budgets, audits, inventory, fixed assets, accounts payable, accounts receivable and payroll to ensure program efficiency, accountability, and concordance with local, state, and federal regulations. This position is located at the Central Office with occasional visits to school offices when needed.

DUTIES:

  • Prepares monthly and annual financial reports to Maryland Department of Education (MSDE).
  • Works with the Data Manager on MSDE Blueprint for Education Reporting.
  • Completes the annual MSDE ESSA Report.
  • Works with the Office of Special Education to complete MSDE Pre-School Expenditures, Excess Cost and Maintenance of Effort Forms
  • Supports the development of the annual operating budget
  • Posts FICA, retirement and health care to restricted grants monthly
  • Works with MSDE to complete the Compensatory Education Report.
  • Prepares the Financial, Single, and MSDE Audits.
  • School Activity Funds - trains school bookkeepers and reviews bank reconciliations
  • Database manager for the School Funds Online software system
  • Trains grant managers and assistants on SunGard and grant financial management.
  • Helps grant managers prepare grant applications
  • Maintains the restricted grant log and Federal Schedule of Expenditures of Federal Awards
  • Prepares grant budget amendments.
  • Processes journal entries for accounts receivable, payroll, accounts payable, capital projects and restricted and unrestricted grants.
  • Enters and monitors restricted and unrestricted grant budgets.
  • Conducts mid-year grant reviews with each grant manager.
  • Completes monthly bank reconciliations.
  • Reviews accounts receivable reconciliations each month.
  • Reviews and posts accounts payable and p-card batches weekly.
  • Posts payroll twice a month.
  • Reconciles fund balance for the capital projects fund.
  • Sends out annual inventory lists to departments and managers.
  • Reconciles general fund balance sheet accounts quarterly for payroll, taxes, FSA, credit union, retirement dues, garnishments, etc.
  • Posts monthly Food Service SunGard batch
  • Oversees and processes Square credit card payments
  • Prepares annual IRS fuel tax reimbursement forms
  • Updates the DCPS website with financial procedures, forms, documents, etc.
  • Maintains the flow of fiscal activities by providing appropriate approvals and guidance in the absence of the CFO.
  • Performs other related duties as assigned.

QUALIFICATIONS:

  • Bachelors Degree in Accounting, or some other related field, required.
  • Masters Degree in Accounting, or some other related field or CPA, required.
  • At least three (5) years experience in fiscal environment involving either payroll, grants, audits, etc.
  • Excellent organizational skills, strong analytical/problem solving skills, and imaginative, abstract reasoning skills.
  • Ability to effectively communicate in writing and orally.
  • Ability to perform all tasks with accuracy and attention to detail.
  • Ability to work cooperatively with others and meet deadlines.
  • Demonstrate a working knowledge of various database applications, including Excel, SunGard or other programs.
