Position Description:

Reporting to the Dir. of Financial Policy & Compliance, leads and manages change by using a strong understanding of the University to identify, develop maintain needed policies, business process changes, and training. Through engagement with multiple stakeholders, is responsible for managing the activities, processes, and resources associated with the development, implementation, governance, and maintenance of the University’s Financial & Central Payroll Policies and business processes. Builds and leverages relationships to create policy that furthers regulatory compliance, cost containment, revenue generation/more efficient and effective work processes. Ensures policies are operationally viable and that requirements solidly balance benefits and costs. Brings excellent communication practices to all settings, including meeting facilitation and written work.

Policy Governance, Development, and Implementation:

•Collaborate with:

•senior leadership and other subject matter experts to identify policy and business process needs and guidance, and facilitate the formulation, review, publication and implementation of policies and procedures

•other functional policy owners and responsible offices to ensuring that financial policies are clear and align with other university policies and work to prioritize policy efforts, create policies and approve their operational viability and acts as a governance structure to include feedback mechanisms from key stakeholders

•Partner with identified policy owners and stakeholders to understand business needs and requirements

•Lead and facilitate business transformation activity (process mapping, discovery sessions) to develop better business processes, policies and guidelines

•Write policy, procedure and training materials, leveraging stakeholders and others as needed

•Chair the Financial Policy Review Board (FPRC) which is composed of financial managers from each school and many central units as well as other university stakeholders who review financial policies

•Effectively facilitate groups with potentially differing views toward an actionable plan and present the same to senior leadership

•Design, implement and lead a process to systematically and routinely review and update existing policies in consultation with university experts (Tax Compliance, RMAS, OSP, etc.) and other policy owners

•Communicate best practices and provide guidance on policy questions to university audiences with a wide range of backgrounds

•Participate on various university committees as a subject matter specialist (OPC, Concur, UAG, GSS, etc.)

•Maintain policy library and website and archive updating both as needed

Training and Education:

•Develop and offer regular policy/process/specialized training to the Harvard community, leveraging various tools to reach a variety of audiences in the Harvard community as needed

•Synthesize complex ideas and convey them in clear, direct written communications and reference materials

•Consult with, help interpret, and provide guidance for the community on policy application questions in partnership with local policy owners (e.g., HR, IT) as necessary

•Monitor policy and process questions received through the financial policy email

•Develop workflows and business processes; integrating policy and financial systems

Special Projects:

In partnership with the Assoc. Dir of Tax Reporting & Payroll and others, drive select high-impact compliance projects in tax, payroll, and other areas, develop project plans and stay on track with limited supervision, participate as needed on special strategic initiatives; may act as a member of executive board or lead on some of these initiatives (I-9, DZConneX), conduct specialized research, data analytics and reporting driven by financial leadership, and seek efficiencies and lead improvements in program processes and systems.Commitment to Equity, Diversity, Inclusion, and Belonging:Harvard University views equity, diversity, inclusion, and belonging as the pathway to achieving inclusive excellence and fostering a campus culture where everyone can thrive. This position has been designated as a primarily remote position (3 days on site per month). While this position is primarily remote, travel to campus may be necessary based on business needs and the nature of work.
