Summary About the Position: This position is located at the Novo Selo Training Area (NTSA), Bulgaria This is an 18-month unaccompanied tour with possible extensions for 18 months or longer. Separate Maintenance Allowance (SMA) may be authorized. The Black Sea Region, encompassing various worksites in Romania and Bulgaria, does not have military treatment facilities (MTF) that service civilians. Responsibilities Monitors contractor performance of bulk and retail fuel delivery. Schedules fuel and ammunition deliveries ensuring the availability of stocks to authorized customers is not interrupted. Ensures program requirements are being met in the most efficient and economical manner. Ensures adherence to applicable laws and policies. Requirements Conditions of Employment Qualifications Term Appointment NTE - Position may be filled as a term appointment NTE 30 SEP 2027. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing a broad range of supply principles and practices in regards to fuel and ammunition delivery; monitoring contractor performance to ensure work performed is in accordance with regulation and policy; AND ensuring inventory discrepancies are resolved and adjustments are initiated as determined. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
