About the Position: Performs a wide variety of general laboring duties in and around the dam, powerhouse, shops, warehouses, and reservoir area.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Assists skilled trades or craftsmen by retrieving tools or materials; holds, moves, lifts, or carries items; and cleans equipment and work areas.
  • Load and unload materials from trucks and cars.
  • Operate hand or small power tools.
  • Dig ditches and level small areas.
  • Perform janitorial duties.
  • Perform manual labor in the receipt and storage of warehouse supplies using hand trucks and dollies.
  • Perform grounds maintenance.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a valid driver's license.
  • Pre-employment physical required.
  • Participation in the Medical Surveillance Program required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) LABORER without more than normal supervision. I have the ability to perform common laboring tasks. I can load and unload equipment, materials, or supplies to and from trucks and cars; use hand tools such as picks, shovels, forks, rakes and saws in the maintenance and repair of roads, grounds and project areas; clean up after construction or repair jobs; and operate hand or small power mowers. Perform grounds maintenance tasks such as sweeping walkways, shoveling snow, trim trees, or mows lawn areas. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.

Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element)

PHYSICAL EFFORT: Work requires prolonged periods of walking, standing, and climbing ladders as well as working in cramped spaces. Must be able to lift and carry equipment, supplies and materials routinely weighing up to, and occasionally over, 45 lbs. Must be able to exert heavy physical effort such as lifting, carrying and moving heavy objects, digging ditches, or pushing heavy equipment (wheelbarrow load of cement, etc.). Must maintain the ability to perform the full range of duties associated with the position.

WORKING CONDITIONS: Work is performed both in and outside the powerhouse. Indoor work subjects employee to high noise levels and outdoor work is subject to usual climate extremes. Subject to heat, cold, dampness, draftiness, and poorly lighted areas. May work on open docks or in storage yards.
