The State of Connecticut (https://portal.ct.gov/) , Department of Mental Health and Addiction Services ( DMHAS (https://portal.ct.gov/dmhas) ) is seeking an experienced and qualified individuals for the role of Supervising Clinician (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=3293FP&R1=undefined&R3=undefined) to provide leadership and direct supervision for one of our multi-disciplinary teams within the organization This position supports the Southwest CT Mental Health System (SWCMHS). SWCMHS is a person centered/recovery oriented, culturally sensitive integrated system of care. This position oversees the day-to-day clinical operations of a high intensity outpatient Young Adult multidisciplinary clinical team, that includes client admission; treatment planning; treatment provision; risk management; compliance with all accreditation and regulatory requirements for client care and reimbursement.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for providing supervision and direction of a clinical unit.

    EXAMPLES OF DUTIES

This position ensures continuity of administrative and clinical oversight clients and staff in the Young Adult Services (YAS) program. Providing direct supervision to a highly skilled team of staff providing intensive treatment services for YAS clients frequently through a multidisciplinary team process. The Team is also required to follow a Fidelity model which includes frequency and modes of treatment, social rehabilitation, coping skills and problem solving along with staffing requirements.

  • The position requires competence providing administrative and clinical supervision, hiring, monitoring, support, scheduling, evaluation, orientation, and education/training.

  • Operationally the position facilitates daily Team morning meetings and rotates attendance at weekly Treatment Team meetings.

  • Contributes/oversees Risk Management meetings and provides clinical directives to staff on the development of Risk Assessments and mitigation plans.

  • May directly participate in crisis intervention activities including Emergency Certificates completion when indicated.

  • Ensures all treatment documentation is completed accurately and on time and meets strict fidelity standards.

  • Conducts Medical Record (HIM) chart audits and provided feedback to teams to obtain corrections.

  • Provides weekly individual supervision to Team coordinators and other assigned staff.

  • Utilizes the agency electronic medical record; databases; Microsoft Office software and proprietary software to adequately monitor individual client progress and staff completion of duties.

  • Participates in utilization Management reviews.

  • Attends and participates in scheduled contract agency meetings and serves as a clinical liaison to contract agencies as needed.

  • Provides education and training to community contract agency staff as requested.

  • Provides clinical consultation to clinical teams and community based Private Not for Profit providers.

  • Facilitates Treatment Planning meetings and case coordination meetings with outside providers.

  • Attends agency and DMHAS statewide case conferences.

  • Reviews performance and evaluates staff direct service markers.

  • Oversees staff documentation completion, confirms documentation is accurate, in compliance with agency regulatory standards and meet reimbursement requirements.

  • Monitors billing and ensures clinician coding is completed accurately.

  • May provide oversight, and/or direct clinical liaison interface to local hospitals, and other private or state facilities.

  • Assures that services and staff operate within DMHAS, and SWCMHS policies and procedures and that service provision meet Joint Commission/CMS/DPH standards.

  • Promotes cultural and gender diversity, equity and inclusion in the workplace, sensitivity to client's needs, and assures clients rights. Attend all assigned and required meeting.

  • Participates in performance improvement activities.

  • Oversees units Clinical Program Development that includes evaluating the treatment and recovery needs of the clients served and ensures that the individual and group interventions provided meet client recovery and clinical needs.

  • Plays a leadership role within the agency by participating in assigned Site-Wide and Agency-Wide committees.

  • Has overall HR/Payroll responsibility for unit staff including time and attendance; staff development; performance improvement and progressive discipline.

  • Complies with ethical standards and DMHAS work rules.

  • Maintains client and program safety.

  • Utilizes an electronic health record, computer technology and data to perform job functions and inform management and supervisory practices.

  • Performs safe work practices.

  • Observes all confidentiality and client’s rights regulations.

  • Provides CPR and first aid as necessary.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of professional health care experience in a psychiatric setting.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.

NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Experience working with young adults on an outpatient basis.

  • Experience working with youth with mental health and substance use disorders.

  • Experience coordinating care for complex Young Adults clients within a community system of providers.

  • Experience providing clinical and administrative supervision.

  • Experience supervising a multi-disciplinary team with professional and paraprofessional staff.

  • Experience ensuring complex clients have integrated services.

  • Experience overseeing risk management in a fast paced, high energy work environment.

  • Experience facilitating staff development.

  • Experience in dealing with sensitivities in an environment which embraces a global cultural environment of diversity.

  • Experience collaborating with community providers, local hospitals, Police Departments, and outpatient clinical teams.

  • Experience using an Electronic Medical Record and other proprietary software, along with Microsoft computer software.

  • Experience transporting clients.

    SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Professional Nurse in the State of Connecticut. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.

  • Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.

  • Incumbents in this class may be required to be bilingual or fluent in American Sign Language.

  • Incumbents in this class may be required to travel.
