State of Massachusetts Clean Energy Project Coordinator in Boston, Massachusetts

Clean Energy Protect Coordinator The Department of Energy Resources’ (DOER) mission is to create a clean, affordable,equitableand resilient energy future for all residents, including low-income and Environmental Justice populations, businesses, communities, and institutions in the Commonwealth. To meet theseobjectives, DOER develops and implements policies and programs to ensure the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply. DOER is committed to working to promote energy programs and policies that are developed and implemented to ensure environmental justice among all the Commonwealth's citizens, communities, businesses, and institutions.      The Clean Energy Project Coordinatorwill manage the tracking,logisticsand reporting related tothe Energy Efficiency Conservation Block Grant (EECBG) program made available to municipalitiesthrough the Infrastructure Investment and Jobs Act (IIJA)on behalf of DOER.The Coordinatorwill serve as thepoint of contact for municipalities for administering the sub-grantprogram andwillbe responsible fortracking and reporting on all EECBG grant activities.The Coordinator will alsomanage contracts with consultants tasked withcreating and updating model zoning bylaws related to battery energy storage and solar. Core Responsibilities include but are not limited to: Under the provisions ofthe EECBGprogram, DOER’s Green Communities Division is tasked withallocatingup to $2.1million as subgrantsto municipalities with population less than 35,000.DOERestimates awardingbetween 35 and 50 subgrants. In addition,DOERintendsto engage with a consultant toassistwith the develop of model solar and storage bylaws for municipalities. TheClean Energy Project Coordinatorwould be tasked with all aspects of the sub-granting processincluding: * Developing anddisseminatingsub-granting materials * Intake and review of sub-grant applications * Awarding 35-50 sub-grant contracts to municipalities * Ensuring sub-grantees adhere to EECBG reportingrequirements * Monitoring progress of grant-funded project implementation * Project close-out, including site visits to sub-grantees to confirm project wascompleted * Assembling materials required for DOEreporting * Coordinating required reporting responsibilities associated with the receipt of federal funds with program staff, legal and fiscaldivision * Promoting a strong and collaborative team culture * Other duties, asassigned The Coordinatorwill also manage the consulting contract(s)withsolar PV and battery electric storagesiting andpermittingexperts. Preferred Qualifications: * Knowledge and understanding of federal fundsand grantmaking * Strong organization skills * Strong written and verbal communication skills * Experience managing complex projects with multipledeadlines * Ability to work with diverse groups ofstakeholders * Important note: This position is currently set up as a term-limited full-time employee (FTE) position through October2026. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
