Summary Statement

The Boise Police Department Victim-Witness Program was developed in 1990 in response to a need for crisis intervention and support services for victims, witnesses, and survivors of violent crimes.

The coordinators in this unit rotate being on-call, responding to crime scenes, the hospitals, or other locations when requested, and providing crisis intervention and stabilization on a 24-hour per day, 7-day per week basis. Some holidays and weekends may be required to work. They work directly with patrol officers and detectives to assist victims, allowing crimes to be more easily investigated.

Victim-Witness Coordinators help with crisis intervention while on the scene, provide support during the investigative process, and help victims navigate the court process and criminal justice system. In addition, victim witness coordinators also provide resources and referrals, counseling connections, and assistance with crime victims' compensation, restitution, safety planning, VINE registration, and protection orders.

Essential Functions

Advocates for a victim's constitutional rights as outlined in Idaho Statute 19-5306. Responds to traumatic events such as suicides, accidental deaths, Sudden Infant Death Syndrome (SIDS), officer-related critical incidents, missing children, and Amber alerts. Provides crisis intervention to crime victims with 24/7 call-out coverage. Provides death notification services. Identifies and connects victims with appropriate resources regarding emergency medical follow-up, psychological, legal, financial, shelter, safety, and employment services.

Provides case status updates and notifies victims of hearing dates and court hearing attendance. Accompanies victims to meetings and facilitates meetings with prosecutors. Attends all victim interviews and forensic exams adhering to sexual assault protocols. Assists detectives and patrol officers throughout investigative processes by supporting victims during interviews and providing follow-up. Educates victims about the complexities of police investigations, the criminal justice system and the dynamics of victimization.

Provides community education and facilitates crisis debriefings for both the public and first responders after traumatic events such as infanticide, decapitation, officer deaths, public shootings, stabbings and violent robberies. Conducts research and stays current regarding new laws, programs and national trends related to victims’ rights.

Maintains community partnerships and participates in multidisciplinary teams (MDTs) that include local law enforcement agencies, Department of Health and Welfare, local hospitals, prosecuting agencies, Family Advocacy and Education Services (FACES) and other stakeholders.

Requirements

Required Knowledge, Experience, And Training

Bachelor’s degree in social work, sociology, psychology or related field, and five years of experience in crisis intervention and/or working with victims of trauma, or an equivalent combination of education and/or experience.

Knowledge of; available resources for victims; objectives of victim-witness programs; the criminal justice system and law enforcement procedures; criminal code; and victim’s rights.

Ability to; network with other local agencies; maintain strong ethical boundaries; establish and maintain effective rapport with a broad range of individuals including children; respond quickly in a crisis; work effectively under stressful conditions; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

Master's degree in a social sciences field and seven years of experience working in a social science field including crisis intervention and resource awareness.

National Organization for Victim Assistance (NOVA) certification.

Licensed Social Worker/Master of Social Worker licensure.

Licensing And Other Requirements

Valid state-issued driver’s license.

NOVA Certification within one year of employment.

Physical Efforts

While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds and rarely lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is rarely very loud. Work includes the sensory ability to talk, hear, smell, and touch. Work in this position also includes close vision, distance vision, peripheral vision, and depth perception. Employees will sit, stand, walk, run, stoop, kneel, crouch, crawl, reach, and grasp. Position requires hand/finger dexterity

Working Environment

The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, wet and humid conditions, and areas of dust, odors, mist and gases or other airborne matter. Employees confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids, and chemicals. Attending fatalities/suicide scenes that include bodily fluids. Delivering death notifications to families where reactions may be calm to violent. Attending homicide scenes that may not yet be sanitized and have suspects still to be located. Driving in poor weather conditions and in the very early morning hours. Working with individuals that may have various airborne toxins, lice, and bed bugs.

This position works: on-call as well as during regular business hours.
