Omaha Public Power District Regulatory Assurance & Emergency Planning Manager in Blair, Nebraska

OPPD's Utility Operations is seeking a dedicated and talented individual to join our dynamic group!

This position is accountable for the leadership and operational management of the Regulatory Assurance and Emergency Planning function for ISFSI operations and the duration of the decommissioning efforts of the Fort Calhoun Nuclear Power Plant. The manager supports safe, event-free, effective, and efficient operations of the ISFSI and the decommissioning of Fort Calhoun Station (FCS) by coordinating with NRC resources regarding regulatory compliance, inspections and coordinating with NRC/NRR regarding maintenance of the FCS licensing throughout ISFSI operations and the decommissioning effort. Assist in the identification and development of effective talent, products/services, policies, procedures and/or systems to meet and/or exceed assigned Goals & Objectives (G&Os). Interact with peers across OPPD to identify and collaborate on initiatives to enhance the effectiveness assigned functions and ensure a safe and secure environment for ISFSI operation and the decommissioning of FCS.

Position Specific Responsibilities/Accountabilities:

Maintain effective communications with Local, State and Federal stakeholders and coordinate NRC inspections and regulatory activities.

  • Coordinate with NRC resources regarding regulatory compliance, inspections and maintenance of the FCS license throughout ISFSI operations and the decommissioning effort.

  • Qualified to complete, review and/or approve various regulatory required screenings (72.48, 50.59, etc.)

  • Responsible for oversight of the used fuel aging management program.

  • Establish and maintain open communications with Federal, State and Local officials, key stakeholders and the public to ensure constructive relationships.

  • Actively participate in industry working groups to stay abreast of changing regulatory requirements.

Program owner for Emergency Planning and Corrective Action Programs

  • Serve as the program owner and subject matter expert for the Corrective Action Program and Safety Conscious Work Environment Program.

  • Responsible for the maintenance of the Emergency Plan and drill development.

  • Qualified as an Emergency Director.

Lead the regulatory aspects of the decommissioning activities at FCS

  • Oversee the License Termination and regulatory submittal process for the decommissioning of FCS.

  • Ensure all submittals to the NRC are timely, accurate, and support an efficient path to release of the site for unrestricted use.

  • Support the coordination of decommissioning inspection activities to ensure compliance with the license termination process.

    Qualifications

Required:

  • Minimum of five (5) years professional experience at a nuclear/industrial/power plant facility.

  • Minimum of two (2) years; experience as a nuclear professional.

  • Four (4) years nuclear experience to meet the requirements of ANSI N18.1-1971.

  • Knowledge of federal and state regulations applicable to Licensing/Regulatory Assurance, Quality Assurance, Emergency Planning governing ISFSI operation/decommissioning of a nuclear power generating facility.

  • Ability to qualify as an ISFSI Shift Supervisor

  • Effective communication skills in both written and verbal form to regulators and management.

  • Able to plan work, allocate resources, direct activities, and coordinate multiple tasks simultaneously to effectively optimize resource utilization.

  • Must be able to obtain and maintain Unescorted Access to the Fort Calhoun Nuclear Station.

Desired:

  • A Bachelor of Science degree in Engineering or the Physical Sciences (or a combination of equivalent experience, certification, and education).

  • Familiar with the organization and operation of Fort Calhoun Station, the Corrective Action Program (CAP) and possess knowledge of industry licensing issues.
