Prepares and analyzes responses to Request for Proposal (RFP) for healthcare consultant/broker services when needed. Works with healthcare consultant/broker on RFP for all health & welfare benefit plans and ensures all timelines are met. Researches, identifies and recommends cost containment efforts. Prepares reports and correspondence related to employee benefit plans on an as needed basis. Prepares and disseminates benefit material to employees utilizing various methods including but not limited to email, written correspondence, county web site, etc. Schedules and participates in meetings, trainings and educational seminars, as deemed necessary. Assist in the development of policies and procedures as they relate to employee benefit plans. Meets with vendors and benefit consultant as necessary to review and resolve possible issues for all benefit plan contracts; ensures final versions of all benefit related contracts, agreements and amendments are prepared, reviewed and approved by legal counsel and the Board. Provide the Auditor's Office with copies of approved contract for payment of invoices. Work to identify issues not in compliance with the contractual terms of current contract. Responsible for the County's COBRA administration. Assist with special programs and projects as requested. Responsible for scheduling open enrollment meetings; compiling, organizing and disseminating benefit plan information; obtaining and verifying appropriate documentation to substantiate participant eligibility; furnishing information and explaining plans/coverage options; providing insurance claim intervention services to assist employees and their covered family members with a resolution. Run periodical comparison between the county's benefit enrollment data and vendor records. Oversees appropriation & cash balances to insure payment processing ability; authorizes purchase order requisitions and associated payment processing; monitors accounts payable utilizing Munis computer system. Responsible for processing and submitting claim and premium invoices to the Auditor's Office on a timely basis. Gathers statistical data and completes federal/state mandated reports. Serves as the liaison between the Director and the county's healthcare plan administrators/vendors, life and LTD insurance plan carriers, healthcare broker/consultant, healthcare coordinators, Department Heads, Elected Officials, managers, supervisors and other employees with regard to employee benefit plans. Prepares Motions and makes presentations to the Board of County Commissioners when needed. Prepares and presents benefit information during new hire orientation.
