Overview

The Agency of Transportation (AOT) is seeking a Right of way Agent to be responsible for the acquisition and management of real property for the Agency. The incumbent will be in charge of drafting leases, licenses, and private crossing agreements for State owned rail and aviation property. Incumbents will manage a project from initial assignment to completion. The position may work with utility companies, municipalities, private companies, or private landowners, and other State and federal Agencies. Duties involve fieldwork, data entry, filing, plan reviews, negotiations, encroachments and surveys. Assignments will require travel throughout the State, and some evening or overtime work may be required.

The position will be responsible for the following duties, including, but not limited to:

• Planning, organizing, and reviewing the work of assigned projects and in the acquisition phases of real property, as well as providing relocation assistance to displaced parties.

• May supervise negotiations with property owners and personally negotiates with owners when required.

• Represents Agency at public hearings when required.

• May present testimony as an expert witness in court appeals.

• Assists in oversight of property leases and the disposal of excess properties.

• Provides technical information to owners, local officials, private agencies, and the public.

• Maintains project logs and prepares reports and special studies as needed.

• Environmental Factors

  Work is performed both in office and field settings and involves significant interaction with property owners and local officials. Assignments will require travel throughout the State. Some evening or overtime work is required. Private means of transportation is required. Certain property and relocation projects may evoke strongly differing opinions and emotional reactions.
