Northrop Grumman's Missions System Sector (NGMS) is seeking a Systems Engineering Manager 2 to direct a team of Systems engineers within the Cross-Sector Engineering Networked Information Solutions and Payload and Ground Systems engineering section of the Airborne Multifunction Sensors (AMS) functional homeroom located in Baltimore, MD.

This is a dual-role management position, which involves the balance of the functional oversight and management for a system engineering team of 10-15 engineers and providing productive technical contributions to supported programs. A successful candidate will split their time at approximately 10-20% in the support of functional organization tasks and objectives and 80-90% of their time going towards technical program tasks.

Specific management responsibilities include:

•Recruiting and retention

•Training

•Career guidance and goal-setting

•Performance evaluations

•Compensation evaluations and coordination

•Policy dissemination

•Employee inclusion and engagement

•Staffing, workload planning/forecasting and time charge approvals

•Engineering process development and maintenance

•Development and implementation of departmental vision and strategies

For technical program tasks the individual will support programs within the Advanced Communication Apertures Operating Unit. This is a growing area with new business opportunities in Multi-Function Aperture cutting-edge technology programs spanning development to production. These programs operate in a challenging and fast-paced environment to bring needed capability to the War Fighter.

Specific technical responsibilities include:

  • Provide technical oversight of design, development, and integration of system components.

  • Support the team in identifying and addressing impediments to the attainment of goals, including taking action to remove impediments where appropriate.

  • Drive sustainable continuous improvement, including by collating and deriving insights from data.

  • Generate proposal and estimates inputs for new work.

  • Act as a Control Account Manager (CAM) using Earned Value Management System (EVMS)

  • Lead the team in applying the appropriate standards, processes, procedures, and tools using Agile development methodology.

  • Coordinate with other disciplines when needed such as Software and Hardware

  • Candidate must have strong communication and people leadership skills.

*This position requires 100% onsite work at our Baltimore, MD, campus.

Basic Qualifications:

  • Bachelor's degree in computer engineering, electrical engineering or a similar engineering/technical degree

  • 9 years of progressive Systems and/or Software Engineering / Development experience

  • Demonstrated ability to lead and motivate diverse and inclusive teams in a leadership role

  • Strong verbal and written communication and interpersonal skills

  • Solid understanding of the Systems Engineering and Integration and Test processes

  • U.S. citizenship required

  • Active DoD Secret clearance

  • Ability to obtain higher levels of clearance to include SAP

Preferred Qualifications:

  • Advance degree in computer engineering, electrical engineering or a similar engineering/technical degree

  • Experience leading teams in a functional, programmatic or technical capacity

  • Active Top Secret DoD Clearance or higher.

  • Access to Special Access Programs (SAPs)

  • Experience with Model Based Systems Engineering

  • Experience with Earned Value Management (EVM) and MS Project.

  • Experience with good Agile (Scrum) team execution and principles

  • Experience working with Multi-Function Apertures

  • Experience with Digital RF Systems

  • Experience with Requirements Development and Decomposition

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

*This position is contingent upon the ability to obtain/maintain DoD Secret Clearance and Special Program Access (SAP) prior to starting.

Salary Range: $145,000 - $217,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
