Amentum Logistics and Property Manager in Baghdad, Iraq

The Program Logistics and Property Manager will be primarily based in Baghdad, Iraq. The Program Logistics and Property Manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The Program Logistics and Property Manager will report to Program Management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive:

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.

  • Ensures proper material controls are in place and operations are following established standard operating procedures (SOP), SOW, and Occupational, Health and Safety Administration (OSHA) standards.

  • Oversees and manages the operational aspects of ongoing projects and serves as a liaison between project management and planning, project team, support staff, and line management.

  • Designs and implements strategies, processes, policies, and programs for camp services, including Logistics and Transportation

  • Oversees the planning and scheduling of required work activity.

  • Acts as the point of contact for customers.

  • Reviews status of projects and budgets; manages schedules and prepares status reports.

  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Develops mechanisms for monitoring project progress and intervention and problem-solving with project managers, line managers, support staff, and customers.

  • Directs the work of a diverse employee population assigned to the program.

  • Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

  • Performs scheduled and unscheduled inspections within the Logistics Department

  • Ensures that common supplies, materials, equipment, and services are procured from local and regional supply markets to the maximum extent practicable

  • Coordinates Logistics Section priorities with procurement, property, and warehouse team

  • Maintains effective, timely, and respectful communication and interaction with other employees and managers and supports other organizations.

  • Collects, analyzes, and summarizes data for report preparation and submits written reports.

  • Responsible for facility custodianship of work areas and management of vehicles, material handling equipment, tools, and spare parts

  • Must be able to take the initiative to analyze a situation and make frequent technical decisions based on SOPs and safety codes.

  • Additional tasks and special projects as assigned.

REQUIRED:

Minimum Acceptable Experience Level:

  • Ten (10) years’ progressive experience, including staff management, in a high volume, multi-unit receiving/inventory or supply management environment.

  • Demonstrated ability to achieve high standards of customer service.

  • Experience with supply chain management (SCM) systems particularly in relation to accurate inventory management.

  • Experience developing, implementing, monitoring, evaluating, and driving the adoption of logistics processes as prescribed in the operations plan.

  • Experience in working independently with various functions and disciplines of supply chain and operations.

  • Experience with Business Intelligence and Data Analysis, and research using the MS Office Suite of programs.

  • Experience representing the Company to customers.

Knowledge, Skills, and Abilities:

  • Knowledge of ALL principles and processes involved in operating and supporting supply chain functions at a large-scale overseas facility.

  • Knowledge of the FAR and industry leading practices regarding government property. Ability to clearly and concisely articulate services/requirements in writing.

  • Understanding how inventory affects company contractual obligations.

  • Successful management of multiple sites in geographically dispersed locations

  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.

  • Exercise sound judgment and make decisions independently.

  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast-paced and constantly changing environment.

  • Must have the ability to be innovative and be an agent of change.

Education: A high school diploma or GED. An undergraduate degree is preferred but can be replaced with additional years of Business Administration, Operations, Supply Chain Management, Government Property Administration, or a similar discipline preferred.

Licenses and Certifications:

  • Valid drivers’ license from Home of Record.

  • NPMA Certification or ability to obtain within one year. – CPPA (Certified Professional Property Administrator)

Passport, Licenses and Certifications: As part of pre-contingency requirements, by the time the visa process starts , candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages. Valid drivers’ license from Home of Record.

Security Vetting: Already possess a US Government issued secret security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.

Language Skills: Expert professional, oral and written English communication skills to present, facilitate and disseminate information.

Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

·Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.
