General Description:This position serves as a member of the Texas Veterans Commission team responsible for the configuration, technical development, and programming needs of an Online Electronic Grants Management System. Writes or modifies existing application software programs based upon program specifications or verbal instruction with the objective of meeting agency needs./TVC maintains an optional telecommuting policy (decided by management and contingent on continued performance) up to two (2) days a week.//To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.///

Essential Duties and Responsibilities: * Perform the configuration, technical development/programming business needs into the System, develop reports, do administration and support of an Online Electronic Grants Management System. * Communicate and collaborate with other technical/business/vendor resources and stakeholders regarding status, technical issues, and creative solutions. * Perform ongoing development and administration (create accounts / profiles/system security roles, defining fields, updating layouts, reports, dashboards etc.) * Perform the development of processes, diagrams and flowcharts used to represent operations and data flow for applications as needed. * Perform detailed analyses, designs, plans, diagrams, and verification procedures for an existing application. * Ability to learn the System and implement it for other functional areas of the Organization as needed. * Design, develop, test, document, and deploy high quality business solutions based on industry best practices as well as business needs. * Implement improvements and new functionality in Grants Management System. * Develop reports and export information out of the Grants Management System. * Deliver support and solutions for break/fix issues. * Responsible for ensuring adherence to all security, availability, confidentiality, and privacy policies and controls. * Work through development bugs and challenges * May prepare instructions, procedures, training materials, videos for use during implementation of software modifications, system modifications and/or new products. * Work hours other than 8-5 may be required. * Performs related work as assigned.

Minimum Education:Graduation from an accredited four-year college or university with major coursework in Computer Science, Data Processing, Business, or a related field. Experience and education may substitute for each other on a year-for-year basis.College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.

Minimum Experience:

• 2 years’ Programming experience with Liquid/Ruby related programming. Java/C/C /complex JavaScript programming experience is also acceptable in lieu of liquid/ruby coding.

• 2 years’ experience as a developer in the configuration and support of complex systems

• 3 years’ experience building reports (Excel, Tableau, Power BI, Oracle, other similar reporting tools)

• 2 years’ experience using Excel pivot tables.

• 2 years’ supporting issues with websites.

• 2 years’ working knowledge of database related programming/table structures.

• 2 years’ experience working as an Administrator for an IT System

• 1 year experience of HTML**

Additional Requirements: A valid Texas Driver’s License must be provided within 90 days of hire. * * Preferred Experience and Qualification: · Experience with Commercial-off-the-shelf (COTS) products implementation · Experience working with IT vendors · Experience working in a development/sandbox environments before promoting changes to production · Experience Testing/Quality Assurance tasks · Experience working with an electronic grant management system · Honorably discharged veteran * * * * Knowledge, Skills and Abilities: * Knowledge of JIRA. * Knowledge of database technologies such as SQL and relational database schema design. * Ability to design and optimize technical systems in support of organizational processes. · Ability to translate business needs into technical terms and implement those in the system. * Ability to establish and maintain effective work relationships both internally and externally. * Ability to perform work within the required time and able to meet scheduled deadlines. * Ability to train others.

*Environmental & Physical Conditions: * Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
