POSITION OVERVIEW: Position Overview: The Texas Open Education Resource (OER) instructional materials are teaching, learning, and research resources (e.g., instructional materials) that reside in the public domain or have been released under an intellectual property license that allows for free use, reuse, modification, and sharing with others. Texas OER instructional materials, like any instructional material, can include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge. Making these materials freely available and accessible to Texans through a digital repository is a strategic priority of the Commissioner of Education focused on improving the foundation of reading and math for students across Texas. As the Open Education Resource (OER) Repository Product Manager, you will build, iterate, and release a digital home for the state-owned open education resource (OER) instructional materials. This OER Repository will address the needs of teachers, parents, district administrators and agency staff leveraging direct input from those users. You will define objectives for the product, measure results, and make improvements according to data all while driving communication about the product benefits. Additionally, you will support with project management, contracts with vendors, and fiscal management in collaboration with a cross-functional team at the agency. You will join the District Operations, Technology and Sustainability Supports (DOTSS) Division which sits in the Department of Instructional Strategy. This role will report to the Director of the DOTSS Division. Flexible work location within the state of Texas may be considered for qualified candidates. Strategic Ownership: Define, explain, and iterate a product vision that is compelling to users, agency staff and stakeholders as well as set measurable goals for the OER Repository and report against these to demonstrate progress against stated benefits2. Operational Management: Manage the operational process of designing and running the OER Repository throughout its entire product life cycle. Implementing best practice in new product or service development, you will work closely with a cross functional operational delivery teams.3. Financial Management: Develop and track contract and grant deliverables and budgets related to the OER Repository and evaluate the quality of the services and deliverables provided.4. Stakeholder Engagement: En age with users and stakeholders through a range of channels to encourage take-up and use of the OER Repository. As well as develop an expert understanding of the users needs and champion these in the delivery the Repository. Qualifications: MINIMUM QUALIFICATIONS:Education: Graduation from an accredited four-year college or universityExperience: At least five (5) years of experience in digital product strategy or implementation of educational technologies; this may include internship and practicum experience.Substitutions: An advanced degree may substitute for two years of required experience.OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment A strategic thinker who knows how to define compelling product visions based on rigorous and inclusive research and service design, designing a measurable strategy to achieve that vision, communicating the vision, and driving delivery against the strategy. Knowledge of best practices for product management and software development for digital products and network services A pragmatic detective comfortable with uncertainty and ambiguity using both quantitative and qualitative methods to evaluate the direction of products Technical expertise and experience with learning management systems, content management systems and other education technologies Experience in developing and releasing digital products with proficiency in agile product management techniques, such as user story writing, MVP definition and backlog prioritization Understanding of a variety of disciplines involved in digital delivery, including engineering, service design, performance analysis and user research developed through working in multidisciplinary teams Experience in engaging with users and using qualitative and quantitative data to identify how their needs can be met by products and services Familiarity with setting, monitoring, and reporting measurable performance objectives Effective verbal, written and visual communication skills that you can tailor to the needs of the audience Experience of driving product adoption and supporting users Ability to independently anticipate, assess, and mitigate against risks and issues related to high impact, fast paced projects As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
