HEALTH AND HUMAN SERVICES COMMISSION Manager V in Austin, Texas

Job/Position DescriptionThe Manager V position will oversee the Provider Finance Department's Services and Supports Operations Team. This position is responsible for leading and directing the team that manages all websites, the State of Texas Automated Information Reporting System (STAIRS) or a successor web-based application, administrative services for internal support, and communications with internal and external stakeholders regarding public meetings, open records, and other general inquiries for the Provider Finance Department. Essential Job Functions(35%) Oversees administrative services for internal users, including requisitions and purchasing requests, human resources support needs (such as onboarding, offboarding, asset management, etc), extensive and robust external stakeholder correspondence, open records requests, and other administrative duties as assigned.(25%) Collaborate with internal PFD staff, other HHSC departments and external stakeholders to gather requirements and implement solutions tailored to user needs in the State of Texas Automated Information Reporting System (STAIRS) or a successor web-based application;(25%) Develop and manage project plans, timelines and budgets for the Provider Finance Department website, including ensuring the website complies with system requirements, ADA accessibility requirements, and contains accurate information that is easily navigable by the general public;(15%) Build and lead a high-performing team through hiring, training, mentoring and performance managementRegistrations, Licensure Requirements or CertificationsKnowledge Skills AbilitiesKnowledge of administrative processes;Skilled at creating visually engaging materials, especially websites, public communications, and reports;Knowledge of public information act requirements and processes;Ability to work collaboratively with highly technical staff;Excellent leadership, communication and problem-solving abilities;Ability to manage multiple competing priorities and tight deadlines.Initial Screening CriteriaBachelor's degree in any area of study is required. Bachelor's degree in communications, graphic design, business, organizational management, or a related field is preferred.
